Chief Administrative Office, Procurement and Contracts Division, recommending the Board (1)make findings that it is more economical and feasible to contract out the needed work in accordance with County Ordinance Chapter 3.13; (2) award Request for Qualification and Statement of Interests to Macauley Construction, Joe Vicini, Inc., and Doug Veerkamp General Engineering, Inc., for the provision of construction maintenance of the Union Mine Disposal Site on an "as needed" basis; and (3) authorize the Director of Environmental Management to execute contracts for same in an amount not to exceed $300,000 each upon County Counsel and Risk Management review and approval.
RECOMMENDED ACTION: Approve.

REASON FOR RECOMMENDATION: At the request of the Environmental Management Department, the Procurement and Contracts Division issued a Request for Qualifications and Statement of Interest (RFQ) for the purpose of hiring multiple contractors to provide construction maintenance of the Union Mine Disposal Site on an "as needed" basis.
Nine (9) Requests for Qualifications and Statements of Interests were mailed; all to local vendors; five (5) responses were received. Those that responded were:

Macauley Construction
Diamond Crane Company
Joe Vicini, Inc.
Doug Veerkamp General Engineering, Inc.
An evaluation committee comprised of panelists from the Environmental Management and the Highway Maintenance Division of the Department of Transportation reviewed responses on the basis of each contractor's experience with landfill maintenance, construction equipment available to perform the needed work, and the ability to perform the maintenance work identified in the RFQ.
After careful review of the responses, the evaluation committee developed a short list of the top three most qualified firms. Macauley Construction, Joe Vicini, Inc., and Doug Veerkamp General Engineering, Inc. were selected as the successful firms whose responses best meets the needs for the County. Environmental Management alternates between multiple vendors depending upon their respective company workloads, labor force, commitments and timing.
Your Board is being asked to make findings that it is more economical and feasible to contract out the needed work in accordance with County Ordinance Chapter 3.13 as the Environmental Management Department does not possess the trained personnel or equipment necessary to perform the construction maintenance work.
The County Officer or employee with responsibility for administering the agreements is Greg Stanton, Environmental Health Manager.
FISCAL IMPACT/CHANGE TO NET COUNTY COST: Procurement and Contracts has been advised that funding is available within the Environmental Management Department's budget.
ACTION TO BE TAKEN FOLLOWING APPROVAL: Following Board approval, Environmental Management will process "as needed" public works contracts for construction maintenance of the Union Mine Disposal Site.
