DISCUSSION / BACKGROUND

The El Dorado County Transportation Commission (EDCTC) is responsible for the planning, allocating, and programming funds and for the administration of Transportation Development Act of 1971 (TDA) Funds. EDCTC also has the option to apportion up to two (2) percent of the remaining Local Transportation Fund after allocation of administration and planning funds for facilities provided for the exclusive use of pedestrians and bicycles.

On July 17, 2023, the Department of Transportation (Transportation) submitted a request to EDCTC to program $84,223 in TDA funds for the Intersection Safety/ Pedestrian Safety Improvement - Oriental, Church, Racquet, & Pleasant Valley Project, CIP 36105061. This project provides intersection safety improvements at various locations on Pleasant Valley Road. On August 3, 2023, EDCTC approved Resolution 23/24.03 for the $84,223 TDA funds on this project.

 

In 2020, Transportation submitted a request to EDCTC to program $80,000 in TDA funds for the Pollock Pines - Pony Express Trail Bicycle, Pedestrian, and ADA Improvements Project (Pony Express Trail), CIP 97019/36109010. The Pony Express Trail project will construct bicycle and pedestrian improvements to Pony Express Trail from Sanders Drive to Sly Park Road, including crosswalks and signage with flashing beacons. On August 6, 2020, EDCTC approved Resolution 20/21.10 for the $80,000 TDA funds for the Pony Express Trail project.

 

In 2023, Transportation submitted another request to EDCTC to program $200,000 for the Pony Express Trail project to complete construction. On September 7, 2023, EDCTC approved Resolution 23/24.05 for the $200,000 TDA funds for the Pony Express Trail project.

 

EDCTC requires resolutions adopted by the County to authorize Transportation to claim these funds. Following Board approval, Transportation will submit claims for the funding to EDCTC.

 

ALTERNATIVES

If the Board does not accept the funding, the Projects cannot be reimbursed by EDCTC.

FINANCIAL IMPACT

There is no change to net County cost associated with this item. Funding for these projects is included in Transportation’s 2024 Capital Improvement Program, which was approved by the Board on June 18, 2024 (Legistar file 24-0838).

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) The Clerk of the Board will obtain the Chair's signature on all three (3) Resolutions.

2) The Clerk of the Board will forward one (1) copy of each Resolution to Department of Transportation, Fairlane Engineering, attention Shanann Findley.
