Title
Health and Human Services Agency, Community Services Division, recommending the Board consider the following:
1) Approve and authorize the Chair to sign Agreement for Services 014-S1511 with All West Coachlines, Inc., A Coach USA Company, for the provision of charter motor coach transportation services with the purpose of helping to provide transportation for senior activities for the term July 1, 2014 through June 30, 2017 with a maximum contractual obligation of $750,000; and
2) Authorize the Purchasing Agent, or designee, to execute further documents relating to Agreement for Services 014-S1511, including amendments thereto and contingent upon approval by County Counsel and Risk Management, which do not affect the maximum dollar amount or term of the Agreement.
FUNDING: 100% funded by participant contributions.

Fiscal Impact/Change to Net County Cost
There is no change to the Net County Cost associated with this Agreement 014-S1511. Seniors who wish to participate in pre-planned activities and outings submit their payment to the Health and Human Services Agency (HHSA) who, in turn, issues a payment to All West Coachlines, Inc., A Coach USA Company. Sufficient appropriations are included in the Fiscal Year 2014-15 budget and will be included in future County Budget Requests.
Background
HHSA has contracted with All West Coachlines, Inc., A Coach USA Company, since 1999 to provide transportation and reservation services for senior group activities. HHSA also maintains contracts with other vendors to provide similar services.
The 2010 U.S. Census indicated that 14.6% of El Dorado County's population was at least 65 years old. In 2012, the U.S. Census indicated that seniors aged 65 years old and older grew by 1.8% to 16.4% of the total population.
Reason for Recommendation
El Dorado County's senior population is very active and enjoys participating in meaningful activities within the widest range of civic, cultural, educational, and recreational opportunities possible. HHSA is able to provide access to such opportunities by facilitating transportation services with All West Coachlines, Inc., A Coach USA Company. All travel and activity costs are fully funded by participants.
Approval of this Agreement will ensure that the County will continue to be able to successfully serve this growing segment of its population.
Failure to approve this Agreement will decrease access to enrichment activities for the County's senior population.
Clerk of the Board Follow Up Actions
1) Clerk of the Board to obtain the Chair's signature on the two (2) originals of Agreement for Services 014-S1511.
2) Clerk of the Board to forward one (1) fully executed original Agreement to HHSA Contracts Unit at Briw Road for further processing.
