Summary
El Dorado County, Community Development Agency (CDA), Transportation Division is responsible for operating and maintaining approximately 1,075 miles of public roadway. This effort is complex, expensive, and important. The presentation will briefly describe the Pavement Management Program used to inspect, budget, prioritize, and maintain the County's roadway system.
Attachment A is the 2014 El Dorado County Pavement Condition Report which provides a summary of the County's roadways, the maintenance methodology, and the current condition of each road.
Background
El Dorado County operates and maintains approximately 1,075 miles of pavement surface including 1,834 individual roads. The condition of the County's roadway surfaces is affected by several factors such as weather, new road construction, traffic demand, etc.; however, the most significant factor is maintenance funding. The major funding sources for road maintenance effort are the Road Fund and General Fund augmentation provided by the Board annually.
Attachment B shows a five year summary of Road Fund maintenance budget along with General Fund augmentation compared with the overall County Pavement Condition Index (PCI). The expended PCI represents the general condition of County roadways.
· 2009: PCI of 53, maintenance funding expended $15.1 million
· 2010: PCI of 54, maintenance funding expended $18.5 million
· 2011: PCI of 57, maintenance funding expended $17.7 million
· 2012: PCI of 61, maintenance funding expended $16.0 million
· 2013: PCI of 64, maintenance funding expended $15.4 million
El Dorado County utilizes an integrated pavement management system to evaluate and manage the condition of its roadways. This includes a thorough inspection of every paved roadway (1,025 miles) at a minimum of every three years. This information is stored and analyzed in a GIS based computer system. The "Street Saver" software implements modern industry standard technology to evaluate the condition of the roadways, predict their future wear and tear, and models various alternative maintenance strategies. Multiple maintenance methods and costs can be modelled to predict the most cost effective alternatives. This information will be used to assist in developing each year's maintenance program and budget, and then can be tracked in following years.

CDA will continue to implement the Pavement Management Program and provide an annual update to the Board.
