DISCUSSION / BACKGROUND:
The California Home Visiting Program (CHVP) aims to assist overwhelmed families facing the risk of Adverse Childhood Experiences (ACEs), such as child maltreatment, domestic violence, substance use disorders, and mental health issues. By providing home visiting services, CHVP equips parents with the necessary tools and knowledge to independently raise their children. This proactive intervention focuses on fostering positive parenting and promoting healthy child development. Extensive research spanning decades supports the effectiveness of home visiting, revealing that visits by trained professionals during pregnancy and early childhood significantly enhance the well-being of both children and families. Parental home visiting services provides children a strong foundation in their early years and sets the stage for a brighter and more prosperous future.
To support the CHVP, HHSA’s Public Health Division is seeking a dedicated, 0.80 FTE Limited Term Health Educator position until June 2028, with funding provided by CHVP. This individual will play a crucial role in organizing outreach and training events in collaboration with community business organizations, conducting research, performing assessments, and handling various program-related home visitor tasks.
The Health Educator position is a fully qualified journey-level classification within the Health Educator class series. The incumbent will be responsible for skillfully implementing specialized Public Health education and prevention programs.
Working closely with the Human Resources Department, HHSA has formulated the attached Personnel Allocation Resolution, which has received approval from County Counsel.
ALTERNATIVES:
The Board could decline to adopt and authorize the Chair to sign the attached Personnel Allocation, thereby not adding a position to assist with the California Home Visiting Program.

FINANCIAL IMPACT:
The addition of one 0.80 FTE Limited Term Health Educator allocation has an estimated annual cost increase to the Public Health budget of $71,222. There are sufficient appropriations in the Fiscal Year 2023-24 Budget to cover the addition of this position and will be included in future budgets during the Limited Term allocation.
CLERK OF THE BOARD FOLLOW UP ACTIONS:
1) Obtain signature of Chair on Resolution.
2) Provide one (1) certified Resolution to HHSA-Contracts at 3057 Briw Rd and one (1) certified Resolution to Human Resources at 330 Fair Lane.
