DISCUSSION / BACKGROUND

El Dorado County Probation Department (Probation) has established Juvenile Detention Facilities for the temporary or long-term commitment of youth detained in accordance with the provisions of the California Welfare and Institutions Code.

 

On June 8, 2023, Probation was notified by Marin County (Marin) that they wished to enter into an agreement to send Marin youth to the South Lake Tahoe Juvenile Treatment Center as needed and as space allows. A draft agreement was sent to Marin on June 9, 2023. Marin approved the draft on June 27, 2023. The remainder of the contract process was moved along as efficiently as possible, with the earliest Board of Supervisors date scheduled for August 15, 2023.

 

On July 10, 2023, Marin notified Probation of two Marin youth needing placement at the JTC. Probation intends to make the effective date of Agreement 7876 retroactive to July 1, 2023, so as not to disrupt any treatment plan in place for affected youth. Rates payable to El Dorado are $350.00 per day per bed, $400.00 per day per bed for Commitment Programming, and $475.00 per day per bed for youth placed in the Secure Track Program.

 

ALTERNATIVES

The Board could not approve the agreement. This agreement promotes goodwill and reciprocity of assistance between local counties.

FINANCIAL IMPACT

This agreement is a revenue generating agreement.  There is no General Fund impact or increase to Net County Cost.

1. Chair to sign two (2) originals of Agreement 7876.

2. Board Clerk to return one (1) signed original to Probation for processing and distribution to vendor.
