DEPARTMENT RECOMMENDATION: 

Health and Human Services Agency (HHSA) recommending the Board approve and authorize Agreement for Services #3012 with Suicide Prevention Network (SPN) to provide suicide prevention and stigma reduction programs thus ensuring HHSA meets the requirements of the funding source.

 

Additionally, HHSA has determined, in accordance with County Ordinance Section 3.13.030, it is more economical and feasible to engage an independent contractor for suicide prevention and stigma reduction services. 

 

DISCUSSION / BACKGROUND:

The Mental Health Services Act (MHSA), passed by California voters in November of 2004, imposed a one percent (1%) tax on personal income in excess of $1,000,000, which is distributed to counties contracted with the State through the MHSA Three-Year Expenditure Plan.  HHSA’s Three-Year Plan is currently for Fiscal Year (FY) 2017-18 through 2019-20 and has five (5) programs, one (1) being Prevention and Early Intervention (PEI), with Suicide Prevention and Stigma Reduction as a component of PEI.  In the FY 2018-19 MHSA Annual Update, HHSA is changing contractors for these services to SPN to expand the provision of services county wide. The existing contract for these services (#105-S1711 with a maximum obligation of $60,000) is with Tahoe Youth and Family Services, and will expire on June 30, 2018.

 

As a non-profit organization dedicated to understanding and preventing suicide, SPN is readily equipped to provide suicide prevention and stigma reduction programs.  SPN must adhere to and demonstrate compliance with the MHSA General Standards for Community Collaboration, Cultural Competence, Client Driven Services, Family Driven Services, Wellness, Recovery, and Resilience Focused services, and Integrated Service Experiences.  Some of the services SPN will provide include distribution of pamphlets and materials at events and fairs; campaigns, trainings, and presentations to youth to expand awareness, reduce suicides, and reduce stigma; and establish linkages to Statewide Suicide Prevention and Stigma Reduction programs.

 

 

ALTERNATIVES:

Disapproval of Agreement for Services #3012 will result in HHSA being out of compliance with the MHSA FY 2017-18 through 2019-20 Three Year Expenditure Plan.

County Counsel, Human Resources, Procurement and Contracts, and Risk Management.

 

CAO RECOMMENDATION:

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT:

There is no Net County Cost associated with this Agenda item.  Sufficient appropriations were included in the fiscal year 2018-19 budget, and will be included in future budgets for the term of the Agreement

1) Clerk of the Board to obtain signature of Chair on two (2) original Agreements for Services #3012.

2) Clerk of the Board to return one (1) fully executed Agreement to HHSA Contracts Unit at 3057 Briw Rd., Ste. B.
