Title: Health and Human Services Agency recommending the Board approve and authorize the Chair to sign Resolution 048-2014 to: 1) Authorize the Chair to sign Amendment 1 to Agreement A9-1314-29 with the California Department of Aging, increasing the maximum agreement amount by $29,224, from $679,758 to $708,982, for the provision of Older Americans Act Title III/VII senior services during the term October 1, 2013 through June 30, 2014; and 2) Authorize the Chief Administrative Officer, or designee, to execute any future amendments thereto, contingent upon approval by County Counsel and Risk Management, that do not affect the total dollar amount or the term and further authorize the Director of Health and Human Services Agency, or designee, to continue to administer Agreement A9-1314-29 and execute any subsequent documents relating to said Agreement including required fiscal and programmatic reports. Fiscal Impact/Change to Net County Cost
There is no change to Net County Cost or to the budgeted FY 2013-14 General Fund Contribution for programs associated with this Amendment.  The required match percentages for programs funded by this Agreement remain consistent and funding is included in the Agency's FY 2013-14 Budget.
 
Background
The Older Americans Act of 1965 was the first federal level initiative aimed at providing comprehensive services for older adults.  The Act provides funding for nutrition and supportive home and community-based services to individuals aged 60 and over available through state and area agencies on aging, tribal organizations and local service providers.  The County is the designated Area Agency on Aging (AAA) for Planning and Service Area (PSA) 29, which encompasses the County of El Dorado.  The Health and Human Services Agency administers AAA programs in the County which includes various Older Americans Act Title III and Title VII senior services such as nutrition services, legal assistance, support services, elder abuse prevention, and disease prevention.
 
On August 27, 2013, the Board adopted Resolution 128-2013 authorizing the Chair to sign Agreement A9-1314-29 with the California Department of Aging (CDA) in the amount of $679,758 for the term of October 1, 2013 through June 30, 2014 for the provision of Older Americans Act Title III/VII senior services in the County.
 
Reason for Recommendation
Amendment 1 to Agreement A9-1314-29 allocates an additional $29,224 in One-Time-Only (OTO) Title III and Title VII funds as a result of the reallocation of unexpended FY 2012-13 and FY 2013-14 (three-month contract) federal funds, partial restoration of pre-Sequestration federal nutrition funding, supplemental one-time-only funding and processed transfer requests.  The additional funding will be used to enhance services designed to improve the lives of the area's population aged 60 and over as well as eligible disabled or at-risk adults residing in the County to assist them in remaining independent to the fullest extent possible.
