DEPARTMENT RECOMMENDATION

Community Development Agency, Environmental Management Division (EMD) recommends the Board authorize the Chair to sign Amendment I to Agreement for Services #640-S1411, increasing the compensation by $200,000.

 

DISCUSSION / BACKGROUND

In December, 2013, the Community Development Agency (CDA) issued a Request for Qualifications (RFQ) to establish a list of qualified firms for 26 categories of professional services.  In accordance with procurement Policy C-17, Section 7.10, Request for Qualifications, the CDA formed an evaluation committee.  The committee reviewed responses for the category of landfill and wastewater treatment plant engineering services on the basis of each contractor's experience with landfill design, construction, maintenance, closure/post-closure, erosion control/storm water maintenance services, leachate collection and management, landfill gas collection, and local, state and federal regulatory requirements related to landfills.  It was determined that Tetra Tech BAS, Inc. (BAS) was a qualified firm for this category of professional service.  In addition, BAS was determined to be a qualified firm for the category of solid waste management.  The evaluation for solid waste management was on the basis of BAS' prior experience with the preparation and implementation of the County's solid waste management plan and other tasks related to County's solid waste program.

 

EMD has previously worked with BAS, formerly Bryan A. Stirrat & Associated Inc., on a number of projects at the Union Mine Disposal Site and Meyers Landfill.  Projects at Union Mine include, but are not limited to, a five-year Solid Waste Facility Permit review, update and revision of the Facility Storm Water Pollution Prevention Plan, sub-contractor support to repair tears in the Class II landfill cell liner and the Class II pond liner, engineering support for landfill slope repair, engineering design for the repair of the south sedimentation basin, and design of the Class II landfill fill plan.  Projects at the Meyers Landfill include, but are not limited to, pre-construction remedial action work plan preparation, landfill closure construction management and engineering support activities, and conformation soil sampling and analyses.  BAS has also previously provided services related to the County's solid waste program.

 

On August 12, 2014, the Board executed Agreement for Services 640-S1411 with BAS in the amount of $300,000 for a three (3) year term to provide as needed engineering and technical support of general landfill, solid waste and wastewater issues (Item No. 7).  Since that time, approximately $105,000 of the Agreement has been expended on the Meyers Landfill, with an additional $20,000 anticipated to be spent under a current Work Order.  All work associated with the Meyers landfill is paid for out of the Meyers Landfill Special Revenue Fund.  No CSA 10 Solid Waste Funds have been used under this contract for the Meyers Landfill.  In addition, approximately $110,000 has been expended or obligated under Work Orders currently in progress for the Union Mine Disposal Site including preparation of the Non-Water Release Corrective Action Plan; revision to the Storm Water Pollution Protection Plan; preparation of a revised site map and groundwater cross-section map; and preparation of a final fill plan for the Class II disposal cell, leaving $65,000 remaining for the term of the Agreement.  This increase to the Agreement is necessary to meet the engineering needs at the Union Mine Disposal Site.  It is not anticipated that additional engineering services will be required for the Meyers Landfill beyond the current Work Order in process for additional work required on the Meyers Final Remedial Action Completion Certification Report.

CAO RECOMMENDATION

CAO recommending the Board approve and authorize the Chair to sign the referenced First Amendment to Agreement for Services for engineering and technical support general landfill, solid waste and wastewater issues.

FINANCIAL IMPACT

Funding is available in the Fiscal Year 2014/15 budget and will be included in future proposed budgets. 

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) The Board Clerk will obtain the Chair's signature on two originals of the Amendment.

2) The Board Clerk will forward one original Amendment to the Community Development Agency, Contract Services Unit, for distribution.
