Fiscal Impact/Change to Net County Cost:
Funding for this Project has been secured from the California Tahoe Conservancy, the United States Forest Service, and the Tahoe Regional Planning Agency Water Quality Mitigation Funds.  There is no cost to the County General Fund.
 
Reason for Recommendation:
On May 15, 2007, your Board approved the Project's Plans and Specifications and authorized the Department to advertise for construction bids, with the bid opening scheduled for June 8, 2007.
 
The Department received 6 bid proposals for the Project as follows:

After reviewing the bid received from V & C Construction, Inc., the Department determined that the bid was responsive.   
 
There were some irregularities in the bids as follows:  Herback General Engineering had an amount of $2,085.82 for Bid Item # 20 but should have been $2,085.80.  Don Garcia Excavating and Paving had an incorrect sum total of $1,005,196.02 and should have been $1,005,206.02.  V & C Construction, Inc. had an incorrect sum total of $854,131.00 and should have been $835,232.20.  Burdick Excavating had an incorrect sum total of $1,309,220.00 and should have been $1,359,220.00.  The Engineer's construction cost estimate for this Project is $1,442,744.00.  The low bid is $835,232.20, which is 42% less than the Engineer's estimate.
 
Action to be taken following Board approval:
1.      The Department will forward the approved Construction Contract to V & C Construction, Inc. for signature.
 
2.      Upon receipt from V & C Construction, Inc., the Department will submit the final Contract documents, including the required bonds and insurance, to County Counsel and Risk Management for review and approval.
 
3.      Upon approval by County Counsel and Risk Management, the Department will forward the Construction Contract, together with the required bonds and insurance, and the approved Contract Routing Sheet to the Board Clerk for the Board Chairman's signature on the Construction Contact.
 
4.      Upon receipt of the fully-executed Construction Contract, the Department will forward the approved Contract and issue a Notice to Proceed to V & C Construction, Inc.
