Health and Human Services Agency (HHSA) recommending the Board:
1) Make findings pursuant to Section 3.13.030 (B) of the El Dorado County Ordinance Chapter 3.13, Contracting Out, that the Registered Dental Hygienist Associate Practice services provided by Angela D. Velo, doing business as Angela Nicole Delfino (Angela Delfino), requires specialty skills and qualifications not expressly identified in County classifications are involved in the performance of the work;
2) Approve and authorize the Chair to sign Amendment I to Agreement 8224 with Angela Delfino, which extends the term of the Agreement an additional six months and 11 days, for a revised term of December 20, 2023, through June 30, 2027, and with no change to the maximum obligation amount;
3) Authorize the Purchasing Agent to execute amendments relating to Agreement 8224, contingent upon approval by County Counsel and Risk Management, which do not increase the maximum dollar amount or term of the Agreement; and
4) Authorize the HHSA Director, or the Chief Assistant Director, to execute programmatic, administrative, and fiscal documents relating to Agreement 8224.

DISCUSSION / BACKGROUND
Pursuant to California Education Code (CEC) Section 49452.8, children are required to receive an oral health assessment completed by a licensed dentist, or other licensed or registered dental health professional, before finishing their first year of public school. Through funding provided by the California Department of Public Health Local Oral Health Program (LOHP), HHSA’s Public Health Division (PHD) supports families in meeting this requirement by facilitating on-site Kindergarten Oral Health Assessment (KOHA) screenings and dental service referrals to improve access to care, particularly for underserved populations. These assessments help schools identify children who may be suffering from untreated dental issues, provide families with resources to access dental services, and ensure that children are better prepared for pain-free learning and academic success.
On December 20, 2023, the Purchasing Agent executed Agreement 8224 with Angela Delfino, a Registered Dental Hygienist, for a term of three years and a maximum obligation amount of $45,000, to provide dental care and services in participating El Dorado County schools related to the completion of KOHA deliverables for the LOHP grant.
Amendment I to Agreement 8224 extends the term of the Agreement by an additional six months and 11 days, for a new term expiration date of June 30, 2027 to align with the term of the current LOHP contract period, and amends the scope to expand the service area to participating Alpine County schools consistent with PHD's LOHP coverage area, with no change to the maximum obligation amount.
HHSA recommends the Board approve this Amendment I to continue providing KOHA screenings that improve oral health and learning outcomes for children enrolled in El Dorado and Alpine County schools.
ALTERNATIVES
Should the Board decline to approve this recommendation, HHSA would not be able to provide oral health assessments in compliance with CEC Section 49452.8.
