DISCUSSION / BACKGROUND

Agreement #3604 and Amendment I with G & O were not brought to your Board for approval in the past due to them being within the Purchasing Agent’s signatory authority. However, Amendment II which sought to increase the Term to five and one-half years, and Compensation from $72,000 to $220,000 was brought to your Board for approval on June 22, 2021.

 

G & O recently contacted the Sheriff's Office stating they were having problems disposing of large, abated vehicles such as trailers and recreational vehicles due to there being a surplus of such vehicles already waiting to be disposed. The alternative suggested by G & O is that they rent a dumpster, equipment, and manpower to dispose of these vehicles in their own yard.  The cost of such an operation would be an additional $1,100 for disposal of the towed vehicle. This action is requested to include the additional disposal charge per vehicle, and not increase the not-to-exceed amount of the contract. 

 

Additionally, on September 1, 2021, G & O Body Shop Inc. registered a separate business entity specifically for towing services with the California Secretary of State's Office.  This necessitated an Amendment to change the business entity information in the original Agreement #3604.

 

Since 1992, and pursuant to Vehicle Code Section 22710, the County and the Cities of Placerville and South Lake Tahoe have entered into a service authority for the abatement of abandoned vehicles through an Abandoned Vehicle Abatement Joint Powers Authority (AVA JPA) which receives passthrough revenue from the California State Controller’s Office. This revenue is derived from a $1 Department of Motor Vehicle (DMV) fee imposed on registered vehicles within the County and City jurisdictions.  The AVA JPA member share of this revenue is proportionate to the number of vehicles abated within their jurisdiction and is used to off-set abatement costs.

 

The funding for this rate increase is partly from the General Fund and partly from the AVA JPA Program revenue received from the California State Controller’s Office. The need for partial General Funding is because since 2017 the AVAJPA has been suspended from the program due to an excess of unspent revenue in prior years.  The suspension will be lifted in May 2022.
