There is no Net County Cost associated with this grant.  Total funding for this revenue generating Agreement is $153,724.  Funding from this grant was anticipated and included in the Fiscal Year (FY) 2012-13 budget.
Background
The County of El Dorado Health and Human Services Agency, Mental Health Division (HHSA/MHD) has utilized Community Mental Health Services Block Grant funding since 1997 to address the needs of County minors diagnosed with serious emotional disturbance who reside in the Juvenile Hall in Placerville and the Juvenile Treatment Center in South Lake Tahoe.  Services proposed include initial assessments, individual and group therapy, family sessions, and discharge planning.
Grant application materials were erroneously sent to the email address of the former Director of the Health Services Department in May.  The error was identified August 9, 2012 and staff immediately responded, taking all possible actions to expedite processing of the documents for presentation to the Board at the next available Agenda date.
As required by Board Policy A-6, the HHSA/MHD included in the submission of the application notice that the application cannot be considered binding until ratified by the Board of Supervisors.
Reason for Recommendation
Approval of this grant application will allow for continued support of programs to address the needs of minors with a serious emotional disturbance in the Juvenile Hall in Placerville and the Juvenile Treatment Center in South Lake Tahoe.  Services proposed include initial assessments, individual and group therapy, family sessions and discharge planning.
 
Action(s) to be taken following Board approval
1) Board Clerk's Office to provide two (2) Certified Minute Orders demonstrating Board ratification of Director's signature on application to HHSA/MHD at 3057 Briw Road, Suite A.
2) HHSA/MHD to submit Certified Minute Orders to California Department of State Hospitals
3) HHSA Director will sign the final allocation/agreement documents related to this grant for Fiscal Year 2012-13 when received.
