Fiscal Impact/Change to Net County Cost:
There is no change to net county cost.  Revenue will be offset with an equal amount of expenditures.  There is no County match requirement for this grant.
 
Background:
The California Multi-Jurisdictional Methamphetamine Enforcement Team is comprised of 8 Counties including El Dorado, Butte, Nevada, Placer, Sierra, Sutter, Yolo and Yuba.  The basic mission of the Task Force, which will be funded by this grant, is for joint coordination of local law enforcement agencies to interdict and reduce the production, manufacturing, distribution and trafficking of methamphetamine.  Yolo County Sheriff's Office will act as the lead agency for this initiative.  
 
Reason for Recommendation:  
The grant award from the Office of Emergency Services is for a total of $1,565,197.  El Dorado County's portion of the grant is $208,000.  The effective date of the grant is July 1, 2006.  However, the Notification of Application Approval was not received by Yolo County until January 23, 2007.  This grant is expected to continue for three years.  
 
The Sheriff's Department proposes to use the Cal-MMET grant to provided funding in two existing programs, the West El Dorado Narcotics Enforcement Team (WENET) and the South Lake El Dorado Narcotics Enforcement Team (SLEDNET).   Grant funding will be used to cover expenses in the areas of staffing, operating expenses and equipment.  In the SLEDNET program, it is proposed to purchase one full size SUV at an estimated cost of $35,000.
 
Expenses are submitted quarterly for reimbursement with the next submission deadline being March 15, 2007.  The final claim period for fiscal year 2006-07 will be June 30, 2007.  Due to the time delay in awarding the grant, the Office of Emergency Services will allow carryover of first year funds into the next fiscal year.  In subsequent years, the grant funds must be spent within that  fiscal year.  
 
Action to be taken following Board approval:  
The Auditor-Controllers office will process the budget transfer.
