No change.  This Amendment reflects funding reductions in the amount of $3,706 to Title IIIB Supportive Services, $244 to Ombudsman, $11,201 to Senior Nutrition, $262 to Disease Prevention, $1,394 to Family Caregiver Support Program, $80 to Elder Abuse Prevention and $1,607 to Administration.  The total reduction in funding of $18,494 will be offset by decreased expenditures in Title III/VII senior services.
Background:
On June 18, 2012, the Board adopted Resolution No. 065-2012 authorizing the execution of Agreement AP-1213-29 with the California Department of Aging (CDA) in the amount of $905,031 for the period of July 1, 2012 through June 30, 2013.

On February 12, 2013, the Board adopted Resolution No. 013-2013 authorizing the execution of Amendment 1 to Agreement AP-1213-29 increasing the total agreement amount by $35,767 to $940,798 with no change to the term.
Reason for Recommendation:
Amendment 2 to Agreement AP-1213-29 reduces the total agreement amount by $18,494 due to the implementation of the federal sequestration.  Reductions to the State of California range from 4.3% to 8.1% for federal Older Americans Act Title III, VII, and Nutrition Services Incentive Programs.  To meet all Federal Fiscal Year 2013 savings, CDA has calculated the reduction based on the remaining five months of the Federal Fiscal Year (May through September).  Amendment 2 to Agreement AP-1213-29 reflects the federal sequestration reductions for the remainder of State Fiscal Year 2012/13 through June 30, 2013.  CDA will apply the remaining three months of the federal reductions to the agreement for State Fiscal Year 2013/14 effective July 1, 2013.
The Resolution further authorizes the Agency Director, or successor, or the Chief Assistant Director, or successor, to continue to administer Agreement AP-1213-29 as amended and execute subsequent documents relating to said Agreement, including one or more amendments thereto and which that do not affect the dollar amount or term, to sign subsequent required fiscal and programmatic reports, and to perform any and all administrative responsibilities in relationship to said Agreement, contingent upon approval by County Counsel and Risk Management.
