Chief Administrative Office, Procurement and Contracts Division, recommending the Board:
1) Waive formal bid requirements in accordance with Purchasing Ordinance 3.12.160, Exemptions from the Competitive Process, Section D;
2) Authorize the Purchasing Agent to utilize the County of Sacramento competitively bid Contract WA00034777 for the acquisition of Inmate and Detention Bedding, Clothing, Toiletries, Solutions and Services;
3) Authorize the Purchasing Agent to increase Purchase Contract 5248 by $30,000, for a total contract amount of $128,000;
4) Authorize the Purchasing Agent to increase Purchase Contract 5248 on an "as needed" basis during the awarded period as long as funding is available within the requesting department's budget; and
5) Authorize the Purchasing Agent to extend the term of FENIX Contract 5248 if the County of Sacramento extends Contract WA00034777 for the provisions of Inmate and Detention Bedding, Clothing, Toiletries, Solutions and Services;

DISCUSSION / BACKGROUND
The Probation Department and the Sheriff's Office purchase inmate and detention bedding, clothing, toiletries, solutions and services; on an as needed basis through the County of Sacramento competitively bid Contract #WA00034777 with Bob Barker Company Inc. The current contract term ends on October 4, 2022.
The Probation Department and Sheriff's Office have reviewed their purchase requirements for inmate and detention bedding, clothing, toiletries, solutions and services for the Juvenile Treatment Center, the Placerville Jail, and the South Lake Tahoe Jail through the term of the contract and are recommending an increase to Contract 5248 by $30,000 to cover anticipated purchases, increasing the total contract value to $128,000. Over the past twenty-one (21) months, the departments have purchased over $90,000 in Inmate and Detention bedding, clothing, toiletries, solutions and services; on the current contract.
ALTERNATIVES
The Board could choose to not approve the recommended increase, causing operational impacts to the departments by delaying or disallowing future purchases.
