Procurement and Contracts, a division of the Chief Administrative Office, on behalf of Department of Transportation, recommending the Board:
1) Award Bid 2026-0108 for the purchase of culverts, pipes, and couplers to the lowest responsive bidder, Motherlode Rock & Ready Mix Inc. of Placerville, CA;
2) Authorize the Purchasing Agent to issue a purchase contract in the amount of $150,000 for a 36-month period following Board approval; and
3) Authorize the Purchasing Agent to increase the purchase contract on an as-needed basis during the awarded period as long as funding is available within the requesting department's budget.

DISCUSSION / BACKGROUND
At the request of Department of Transportation, Procurement and Contracts issued an Invitation to Bid for the purchase of culverts, pipes, and couplers. Culverts, pipes, and couplers are used for drainage control from storm water runoff. The Invitation to Bid was published on the County's eProcurement system, PlanetBids. Seven vendor notification emails were sent to vendors registered on PlanetBids under the culverts, pipes, and couplers commodity, of which two were local vendors. Four qualified responses were received, with two being from local vendors.
The lowest responsive bidder was identified as Motherlode Rock & Ready, Inc. of Placerville, CA.
ALTERNATIVES
The Board could choose to not award the bid, however, Department of Transportation would be without a bid for culverts resulting in potential flooding issues or failures on County roadway structures.

FINANCIAL IMPACT
