Fiscal Impact/Change to Net County Cost:
Funds for this service agreement will come from the various Capital Improvement Program projects funded through impact fees as may be tasked to the consultant.  There is no cost to the County General Fund.
 
Background:
The California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) require public agencies to complete analyses of potential environmental effects associated with proposed projects. The Department of Transportation (Department) is in need of assistance with such analyses to support projects included in the County's five-year Capital Improvement Program. A Request For Qualifications (RFQ) for As-Needed Environmental Review services was issued by the Department in late February, 2005.  All fourteen responding firms met the minimum standards as outlined in the RFQ materials; this determination was made by a team of three reviewers from two different County departments (Transportation and Planning). Fourteen firms were interviewed in April 2005 by a team of two employees representing the Department (Transportation) and one employee representing Planning Services.  The team obtained supplemental information through reference checks. Based on the results of review of the submitted Statement of Qualifications (SOQ), the interview, and supplemental reference checks, the firm of North State Resources, Inc. was selected as well-qualified to assist the Department with on-call environmental review services. North State Resources, Inc. (NSR) has a substantial amount of experience assisting rural counties with environmental review of transportation projects and with the California Department of Transportation project development process.
 
Reason for Recommendation:
The existing professional services agreement with NSR provides for specialty skills on an on-call basis, specifically in support of projects included in the County's Capital Improvement Projects Program and generally in support of other County activities as required.
 
NSR is presently providing environmental support to the Saratoga Way Extension Project, which has undergone several delays and re-examination by the County.  At present, the NSR contract would expire prior to the new expected project completion date set forth by DOT.   
 
Additionally, DOT would prefer to continue working with NSR in this capacity for other CIP projects as they become ready for environmental review and biological permitting.  A time extension would allow NSR to continue their work on the Saratoga EIR and also allow for further CIP environmental support.
 
Action to be taken following Board approval:
The Department will forward a fully executed original of Amendment I to Agreement for Services # AGMT 05-854 to North State Resources, Inc.
