Chief Administrative Office, Procurement and Contracts Division recommending: (1) Dispense with competitive bidding procedures in accordance with County Purchasing Ordinance Section 3.12.160B; (2) Make findings that the competitive bidding process would produce no economic benefit due to the unique nature of the goods and services requested; (3) Authorize the Purchasing Agent to issue blanket purchase orders for lodging and supplies on an "as needed" basis with various South Lake Tahoe vendors for Mental Health's Tahoe Opportunity Project mentally disordered clients for the 2007/2008 fiscal year; and (4) Authorize the Purchasing Agent to increase the blanket purchase orders on an "as needed" basis if funding is available within the requesting department's budget.
RECOMMENDED ACTION: Approve.
FUNDING: Procurement and Contracts has been advised that the funds for these purchases are available within the Department of Mental Health's budget and are made available through the Tahoe Opportunity Project grant monies.

Reason for Recommendation: On an annual basis your Board authorizes the Purchasing Agent to issue several Blanket Purchase Orders to various South Lake Tahoe vendors for the purpose of providing temporary housing and personal supplies to mentally disordered clients through the Tahoe Opportunity Project. The Department of Mental Health and the Purchasing Agent are requesting authorization to establish Blanket Purchase Orders for the same mental health program for the 2007/2008 fiscal year.
The Tahoe Opportunity Project is a grant funded public and private cooperative effort to provide supportive services to mentally disordered County residents who are homeless, at risk of being homeless, and/or at risk of incarceration. The Mental Health Department is working with community partners to provide temporary assistance to these individuals in the areas of housing, transportation, food, clothing, medical services and psychiatric services. The ability to provide immediate assistance in the form of motel or other temporary housing is crucial to this project as is the ability to provide basic food, clothing, personal care items and prescribed medications.
The Department of Mental Health may have a need to utilize temporary housing/lodging services, or to purchase personal care supplies from other South Lake Tahoe vendors not previously approved by your Board. The Purchasing Agent is requesting authorization to establish additional Blanket Purchase Orders with other Tahoe vendors not presently identified if requested by Mental Health and funding is available within the Department of Mental Health's budget.

Competitive bidding would produce no economic benefit because it is unlikely that only one Hotel/Motel would have the capacity within its facility to temporarily lodge the number of clients who may require housing assistance at any given time nor could the County make any guarantee as to the temporary housing needs. The clothing, food, and miscellaneous personal items are unknown until a client's personal needs are assessed by Mental Health.
Action to be taken following Board approval: The Purchasing Agent will issue blanket purchase orders as outlined above and additional purchase orders as may be requested by Mental Health on an "as needed" basis to provide the necessary support for clients of the Tahoe Opportunity Project.
