Human Resources Department recommending the Board:
1) Adopt and authorize the Chair to sign Resolution 141-2024 to approve, due to an upward reclassification, the deletion of 1.0 FTE Payroll Technician allocation (position 1946) and the addition of 1.0 FTE Administrative Analyst I/II (position 1945) within the Auditor-Controller’s Office;
2) Waive the requirement for filling the Administrative Analyst I/II position through a competitive examination process, allowing the Payroll Technician incumbent to be appointed to the Administrative Analyst I position as provided for in Section 507.1.2 of the Personnel Rules; and
3) Approve the bargaining unit designation modification for one Administrative Analyst I/II (position 1945) in the Auditor-Controller’s Office from Professional to Confidential.

DISCUSSION / BACKGROUND
At the request of the Auditor-Controller’s Office, Human Resources conducted a classification study of a single-encumbered Payroll Technician position. This study employed a point-in-time and whole-job analysis approach, evaluating the position based on core duties, responsibilities, level of work, and required qualifications. The analysis compared the role in its entirety with other positions, considering overall difficulty and performance.
The study concluded that the incumbent is performing at the level of an Administrative Analyst I. Therefore, HR recommends that the Board approve the reclassification of this position and the incumbent from Payroll Technician to Administrative Analyst I.
Upon the Board’s approval, all conditions for the upward reclassification and the waiver of examination under Personnel Rule 507.1.2 will be met. This will exempt the position from the standard competitive examination process for filling an Administrative Analyst I/II position, allowing the incumbent to be appointed directly.
Additionally, Human Resources is recommending the newly added Administrative Analyst I/II allocation be designated as Confidential (CO) to fully support the Payroll Unit’s operations. This Analyst will provide support in handling sensitive information related to employee relations. The bargaining unit modification is supported as this Administrative Analyst I/II position is a non-managerial employee who has access to confidential information related to the County's administration of employer-employee relations necessitating access to confidential information typically reserved for managers.
ALTERNATIVES
The Board may choose not to approve the proposed upward reclassification, allocation, and bargaining unit changes and direct Human Resources to conduct additional analysis.

FINANCIAL IMPACT
The approximate annual cost of the upward reclassification is $8,205 with the cost for the remainder of FY 2024-25 totaling approximately $6,879.
