DISCUSSION / BACKGROUND:

The California Behavioral Health Planning Council (CBHPC) was established pursuant to California Welfare and Institutions Code (WIC) Sections 5771-5772 and Public Law 102-321 as a majority consumer and family member advisory body to state and local governments, the California State Legislature, and residents on mental health services. The CBHPC is mandated by federal and state law to advocate on behalf of adults with severe mental illness and children with severe emotional disturbance, as well as their families. It is also required to review and report on the public behavioral health system, participate in statewide planning, and advise the Legislature on behavioral health policies, issues, and priorities in California.

 

In accordance with WIC 5604, all counties must establish a mental health advisory board or commission to advise the local governing board and behavioral health jurisdiction. The El Dorado County Behavioral Health Commission (Commission) was established by the Board on May 11, 1993 (Resolution 131-93).

 

Pursuant to WIC 5604.2(7), the Commission is required to review performance data on mental health services annually and report its findings to the CBHPC. To assist in this process, the CBHPC provides a Data Notebook template each year, which local behavioral health boards or commissions use to structure and submit their reports. The CBHPC then analyzes the responses from all 58 counties and creates a comprehensive yearly report to inform policymakers, stakeholders, and the public on various behavioral health issues.

 

The 2024 Data Notebook was approved for submission to the CBHPC and the Board by the Commission at its regular meeting on October 16, 2024.

 

ALTERNATIVES:

The Board may decline to receive and file the 2024 Data Notebook, but that action will have no impact on the submission of the Data Notebook to the CBHPC.
