Chief Administrative Office, Facilities Division, recommending the Board consider the following:
1) Make findings pursuant to Ordinance Code 3.13.030 that the ongoing aggregate of the work to be performed under Agreement for Services 3231 with Mapes Enterprises is not sufficient to warrant the addition of permanent staff; and
2) Authorize the Chair, pursuant to final County Counsel and Risk Management approval, to sign Amendment I to the Agreement to increase compensation by $100,000, for an amended not-to-exceed amount of $169,877, with no change to the term, for routine snow removal, snow staking, and snow hauling services in South Lake Tahoe at County-operated facilities.

DISCUSSION / BACKGROUND
The County has contracted with Mapes Enterprises over the past several years for routine snow removal, snow staking and snow hauling services at various County operated locations in South Lake Tahoe. Agreement for Services No. 3231 was executed by the Purchasing Agent on August 13, 2018, (with a one year term of October 30, 2018 through October 29, 2019) and a not-to-exceed amount of $69,877.
Agreement expenditures through January are approximately $39,920, leaving $29,957 available. The Sierra snowpack through January was 80% of average but sky-rocketed to 146% of average as of February 19th. The remaining compensation has likely been utilized at this juncture and additional compensation is needed so that services remain available throughout the remainder of the winter/spring.
The Division requests the Board make findings pursuant to Ordinance Code 3.13.030 that the ongoing aggregate of the work to be performed under this Agreement is not sufficient to warrant the addition of permanent staff due to the nature of the work being very sporadic and temporary. The Division also requests an additional $100,000, for an amended not-to-exceed amount $169,877, so that snow removal, snow staking and snow hauling services remain available for County operated locations. It is not anticipated this full amount will be expended but may be needed should heavy snowfall continue through March and April.
ALTERNATIVES
The Board could decline this Amendment and services will not be available should there be any further significant snowfall.
