DISCUSSION / BACKGROUND

On May 1, 2026, the Clerk of the Board received a request from the El Dorado County Early Care and Education Planning Council (LPC) to place an item on a future Board of Supervisors agenda. The LPC is seeking Board approval of the annual LPC Declaration Form, which must be submitted to the California Department of Social Services (CDSS) by May 31, 2026.

 

Local decision-making for childcare and development programs began in 1991 with the passage of AB 2141 and the inception of the Federal Child Care and Development Block Grant. The original intent of local childcare planning councils had been to improve childcare and delivery by encouraging local government involvement for joint planning and coordination among state and federal agencies. In 1997, AB 1542 mandated planning councils in each county, requiring the involvement of both the Board of Supervisors and the County Office of Education. Councils were given more responsibilities and mandates as part of the legislation creating California’s response to federal welfare reform. Since then, the El Dorado County Early Care and Education Planning Council has become an important part of the local infrastructure, developing comprehensive, community-based strategies to serve children and families.

 

Each year, the LPC is required by CDSS to review and update the County’s Zip Code based childcare priorities to identify areas with the greatest unmet need. These priorities are used to guide state funding and local planning efforts. Adoption by the Board of Supervisors is required to formalize the FY 2025-26 Zip Code priority updates.

 

This year, updated CDSS data resulted in priority-level changes for the following Zip Codes: 95619, 95623, 95629, 95635, 95636, 95651, 95664, 95684, and 96142. These shifts reflect increases in the number of families eligible for childcare subsidies (up to 85 percent of the State Median Income) and correspond to documented changes in community need.

 

Approval of the updated priorities will ensure that El Dorado County’s childcare planning and funding eligibility remain aligned with the most current data available.

The Board could decide not to authorize the Chair to sign the Zip Code childcare priorities form.
