Title

Health and Human Services Agency (HHSA) recommending the Board:

1) Make findings in accordance with El Dorado County Ordinance Code, Chapter 3.13.030(B) that it is appropriate to contract with El Dorado County Community Health Center for the provision of Oral Health Services provided under Agreement 6591, because pursuant to 3.13.030(B) “specialty skills and qualifications not expressly identified in County classifications are involved in the performance of the work;” 

2) Approve and authorize the Chair to sign Agreement for Services 6591 with El Dorado County Community Health Center to provide case management, tracking, and evaluation activities as part of the Mobile Dental School-Based Program, with a maximum contractual obligation of $150,000 for the term of five (5) years, from July 1, 2022, through June 30, 2027; and

3) Authorize the Health and Human Services Agency Director or the Public Health Director to execute further documents relating to Agreement for Services 6591, contingent upon approval by County Counsel and Risk Management, including amendments which do not increase the maximum dollar amount or term of the Agreement.

DISCUSSION / BACKGROUND:

On May 20, 2022, the California Department of Public Health (CDPH) approved the County of El Dorado Health and Human Services Agency (HHSA) budget for the 2022-2027 El Dorado County Local Oral Health Program Grant 22-10162 (Grant) for the purpose of providing activities that support the state oral health plan; including but not limited to, building capacity at the local level for the facilitation and implementation of oral health education and prevention, linkage to treatment, surveillance, and case management services in the community. As part of the grant application process, CDPH approved HHSA’s intent to sub-award funds to the El Dorado County Community Health Center (EDCCHC), the community partner currently operating a mobile dental van. The EDCCHC Mobile Van Clinic (Clinic) specifically serves school-aged youth and offers oral health education, screenings, exams, x-rays, cleanings, fluoride treatments, fillings, and emergency dental care regardless of ability to pay.

 

The EDCCHC is the only organization within the County that currently operates a mobile oral health prevention program. This sub-award will support El Dorado County’s Local Oral Health Program goals and objectives and provide community outreach promoting the use of the Clinic and proactive case management services for the school-based dental program. EDCCHC serves as a participant on an advisory committee, assists with the County needs assessment and oral health improvement plan, and is a partner in the communication framework for oral health partnerships within the County. EDCCHC has provided essential prevention activities and will continue these efforts throughout the term of the Grant (2022-2027). Mobile and on-site portable capabilities are critical to overcoming geographic barriers, a common factor that impacts underserved populations in El Dorado County.

 

In accordance with Board of Supervisors Procurement Policy C-17, Section 7.11, the contractor selection process for service contracts in excess of $100,000 must include a review of the scope of services and contractor’s professional qualifications by a group of individuals (including at least one representative from outside the department requesting the services) qualified to judge the contractor’s ability to perform the services.  HHSA has documentation on file that such a review was performed.

 

ALTERNATIVES:

Should the Board decline to authorize this Agreement, the Local Oral Health Program would need to identify an alternate plan to provide oral health services in the County and submit a revised plan to CDPH.

The Auditor-Controller has been notified per Policy B12. The agreement has been reviewed and approved by County Counsel and Risk Management.

Approve as recommended.

 

FINANCIAL IMPACT:

There is no Net County Cost associated with this Agenda item. Sufficient grant-funded appropriations were included in the Fiscal Year 2022-23 Budget and will be included in future budgets for the term of the agreement.
