Facilities, a division of the Chief Administrative Office, recommending the Board:
1) Make findings pursuant to Section 3.13.030 (B) of the El Dorado County Ordinance Chapter 3.13, Contracting Out, that the installation of specialized electronic detention systems requires specialty skills and qualifications not expressly identified in County classifications;
2) Waive formal bid requirements in accordance with Procurement Policy C-17, Section 3.4 (4), due to there being a competitively bid contract with another public agency available; and
3) Authorize the Purchasing Agent to sign Amendment I to Agreement for Services 8165 with Securitas Technology Corporation, extending the term for 55 days with no change in the compensation amount, with a new term expiration of July 6, 2025, for work to replace the control system at the El Dorado County Jail in Placerville.

DISCUSSION / BACKGROUND
On August 22, 2022 (Legistar file 22-0406) the Board authorized execution of Agreement 6507 with Stanley Convergent Security Solutions, Inc., to install a new detention control system at the South Lake Tahoe Jail. Stanley Convergent Security Solutions, Inc. has since been acquired by Securitas Technologies Corporation.
On April 9, 2024 (Legistar file 23-0703), the Board authorized Agreement 8165 with Securitas Technologies Corporation for the replacement of the control system at the Placerville Jail with a new system matching the system at the South Lake Tahoe Jail. Agreement for Services 8165 provides all installation, hardware, software, licenses, and training to implement a fully functional system. The compensation for this agreement is for $276,600 and a term of one year, expiring May 12, 2025.
Due to supply chain issues, materials needed to complete the project have been delayed. The contractor is requesting a time extension to July 6, 2025, via Amendment I. This Amendment does not make any changes to compensation.
This Agreement involves work on highly specialized, complex electronic components in detention system modules at County jails. The Department is requesting that the Board make the finding that specialty skills and qualifications not expressly identified in County classifications are involved in the performance of the work.
ALTERNATIVES
The Board could choose to not approve the Amendment to the Agreement, but the contract would expire before work is finished. The Placerville Jail control system will remain inadequate and will not be compatible with the new Jail Expansion Securitas control system.
