Sheriff’s Office recommending the Board approve and authorize the Chair to execute the following Homeland Security Grant reimbursement agreements:
1) Reimbursement Agreement 6609 between the County and Diamond Springs Fire for reimbursement of funds in the amount of $25,000 for the grant performance period that ended May 31, 2022 from the Fiscal Year 2018 Homeland Security Grant for the purchase of side by side vehicles;
2) Reimbursement Agreement 6610 between the County and Diamond Springs Fire for reimbursement of funds in the amount of $36,000 for the grant performance period that ended May 31, 2022 from the Fiscal Year 2019 Homeland Security Grant for the purchase of side by side vehicles; and
3) Reimbursement Agreement 6611 between the County and Diamond Springs Fire for reimbursement of funds in the amount of $47,500 for the grant performance period that ends May 31, 2023 from the Fiscal Year 2020 Homeland Security Grant for the purchase of side by side vehicles.

DISCUSSION / BACKGROUND
On April 8, 2003, the Board created an Approval Authority to distribute Homeland Security Grant funds to local eligible entities. This Approval Authority has approved the reimbursement agreements totaling $108,500 to Diamond Springs Fire to be utilized by all County Fire Departments from the Fiscal Year 2018, 2019 and 2020 Homeland Security Grants to purchase side by side vehicles.
The Approval Authority consists of representatives from the City of Placerville and South Lake Tahoe Police Departments, the Sheriff’s Office, Public Health, and Fire Districts.
On June 23, 2015, the Board of Supervisors reaffirmed the creation of an Approval Authority to distribute the Grant funds at the local level.
The Homeland Security Grant program provides funding for planning, equipment, training, exercises, and management/administrative costs to help fulfill one of the core missions of the Federal Department of Homeland Security by enhancing the country's ability to prepare for, prevent, respond to and recover from potential attacks and other hazards. The Grant is one of the main mechanisms in funding the creation and maintenance of national preparedness, which refers to the establishment of plans, procedures, policies, training, and equipment at the Federal, State, and local level that is needed to maximize the ability to prevent, respond to, and recover from major events such as terrorist attacks, major disasters, and other emergencies.
The disbursement of funds to Diamond Springs Fire were voted and approved by the Approval Authority on December 12, 2017, November 22, 2021 and December 2, 2021, respectively.
The Board previously approved these agreements, but the amounts have been changed and the items have been specified to reflect side by side vehicles instead of arson trailers. This equipment was prior to the end of the performance period for the grants ending on May 31, 2022.
ALTERNATIVES
Failure to disburse funds would result in the inability of the Sheriff’s Office to administer the grant funds as approved by the State and the Approval Authority.

FINANCIAL IMPACT
There is no Net County Cost impact. Funding has been allocated to County Fire Departments through Diamond Springs Fire from the 2018, 2019 and 2020 Homeland Security Grants.

One signed copy of each Agreement should be returned to the Sheriff’s Office for distribution to the Diamond Springs Fire.
