Fiscal Impact/Change to Net County Cost: There is no fiscal impact. Funds are included in the budget and this amendment does not change the total funding amount.
Background:
On July 1, 2008, the AQMD Board of Directors awarded Funding Agreement (Agreement) No. 010-DMV-08/09-BOS to El Dorado County General Services Department (General Services Department) in the amount of $25,000. This funding was to supplement the State Transportation Improvement Program -Transportation Enhancements (STIP-TE) grant of $295,000, previously awarded to General Services by the El Dorado County Transportation Commission (EDCTC) on February 7, 2008, for engineering and construction of El Dorado Hills SMUD Corridor Class I Bike Path.
Several months ago, the County Board of Supervisors approved the elimination of the General Services Department and the operations and maintenance functions of the County Parks and Trails were absorbed by DOT. During the past few months, DOT has reorganized and recently created a new Facilities Engineering Division, which has been assigned the Parks & Trails planning and design functions. The El Dorado Hills SMUD Corridor Class I Bike Path is one of many General Services Department projects that the new Facilities Engineering Division has been reassigned to manage and complete. The newly appointed DOT Project Manager has established that no prior work had been performed on this project by the General Services Department.
The proposed Amendment I corrects the original Agreement by removing all references to the General Services Department and replacing them by referencing DOT. Additionally, the expiration date is extended by twelve (12) months to December 31, 2010, to allow adequate time for completion of this project. The new DOT Facilities Division intends to use the approved funding for the initial Preliminary Engineering & Environmental phase of work which is anticipated to be completed by September 30, 2010.
Reason for Recommendation:
Approval of this project will help reduce vehicular traffic and associated mobile sources emissions by providing a safe shortcut for bicyclists and pedestrians between El Dorado Hills Blvd and Sylva Valley Parkway. The total funding award remains unchanged.
Action to be taken following Board approval:
Forward executed amendment to AQMD for further processing.
