Health and Human Services Agency (HHSA) recommending the Board:
1) Adopt and authorize the Chair to sign Resolution 143-2025, to replace and supersede Resolutions 114-2020 and 109-2024, which authorizes the County to continue to participate in the Permanent Local Housing Allocation (PLHA) Program funding, administered by California Department of Housing and Community Development (HCD), and updates the County’s estimated five-year funding allocation from $2,879,974 to $2,990,478, an increase of $110,504, and authorizes HHSA to adjust the County’s existing five-year PLHA Program Plan to align with the increase in funding; and
2) Delegate authority to the HHSA Director or Chief Assistant Director to execute the resulting funding agreement and future amendments that do not increase funding beyond what is outlined in the Resolution, contingent upon County Counsel and Risk Management approval as applicable, and subsequent administrative documents or required fiscal or programmatic reports.
FUNDING: 100% State Funds administered through HCD by way of fees imposed through California Senate Bill 2 (Chapter 364, Statutes of 2017); no matching funds are required.

DISCUSSION / BACKGROUND:
On February 26, 2020, HCD issued the 2020 Notice of Funding Availability (NOFA) announcing the local government formula component for housing-related projects and programs to address unmet housing needs in the community. In response, HHSA, in collaboration with the Planning and Building Department, developed a five-year PLHA Plan to utilize its five-year estimated allocation totaling $2,879,974. On July 14, 2020, the Board adopted Resolution 114-2020, authorizing HHSA to receive and manage these funds accordingly (Legistar file 20-0792).
On October 21, 2020, HCD approved the County’s five-year PLHA Plan and awarded the County $479,995 for year one of the PLHA Program, resulting in executed Funding Agreement No. 20-PLHA-15151 (Fenix No. 7112) for the term of February 5, 2021, through June 30, 2030. On May 3, 2021, and on August 17, 2022, HCD issued the PLHA 2021 (year two) and 2022 (year three) NOFAs, to which HHSA applied in accordance with the prior approved resolution. Consequently, the County was awarded $729,477 for year two and $973,923 for year three. Thereafter, Amendments I and II to Funding Agreement 7112 were processed, increasing the maximum total of the agreement, bringing the County’s current funding for years one-three to $2,183,395, with no change to the term.
On December 29, 2023, HCD issued the 2023 PLHA NOFA. Subsequently, on June 18, 2024, the Board approved Resolution 109-2024 authorizing the application for year 4, and amending the County’s five-year PLHA Plan, with no change to the five-year estimated allocation of $2,879,974 (Legistar file 24-0678). The resulting five-year PLHA Plan Amendment reallocated the project funds to single activity to expend on Capital Costs for the County's permanent navigation center. Based upon Board direction provided on September 23, 2025, with Legistar file 25-1304, the plans for the build of housing services at 300 Forni Road will likely not utilize PHLA funding for the capital improvements. PHLA funding will be reallocated to the operations of the currently operating navigation center, as plans for housing services at 300 Forni Road are finalized.
On May 12, 2025, HCD issued an amendment to the 2023 PLHA NOFA, increasing the County’s final (year five) estimated allocation, thereby increasing the total estimated five-year funding allocation from $2,879,974 to $2,990,478. As a result of this increase, HCD requires the County to adopt a new Resolution reflecting the updated funding estimate. In addition, the County’s five year PLHA Plan must be adjusted to align with the new total allocation.
HHSA recommends the Board approve the new Resolution (Attachment A) - replacing and superseding Resolutions 114-2020 and 109-2024 - which updates the County’s estimated five-year PLHA funding allocation, as required by HCD. Upon approval, HHSA will submit the 2023 PLHA Program Formula Component application (for returning applicants) for year five of the PLHA Program funding.
ALTERNATIVES:
Should the Board decline to approve this recommendation, the County’s application for year five of the PLHA funds will be denied by HCD, rendering the County ineligible to receive the final year of its allocated funding. Additionally, the County would be out of compliance with its five-year PLHA Plan.

FINANCIAL IMPACT:
There is no Net County Cost associated with this agenda item and this additional funding was included in the FY 2025-26 Budget and in future budgets in alignment with the PHLA Plan.
