Health and Human Services Agency recommending the Board:
1) Approve and authorize the Chair to sign Funding-Out Agreement 4115 with A Westfall Dental Corporation, to support their mobile dental program, for the term upon execution through June 30, 2020, with a maximum contractual obligation of $40,000; and
2) Authorize the Director, or designee, to execute further documents relating to Funding-Out Agreement 4115, including amendments, which do not increase the maximum dollar amount or term of the Agreement, and contingent upon approval by County Counsel and Risk Management.

DISCUSSION / BACKGROUND:
On January 29, 2018, effective January 1, 2018, The California Department of Public Health awarded the El Dorado County Local Oral Health Program (LOHP) Grant #17-10689 (Grant) to the County of El Dorado Health and Human Services Agency (HHSA) for the purpose of providing activities that support the state oral health plan; build capacity at the local level for the facilitation and implementation of education, prevention, linkage to treatment, surveillance; and case management services in the community.
Under the LOHP Grant, HHSA executed a similar Agreement with El Dorado County Community Health Center (#3391, File ID: 18-1582, item 15) to purchase mobile dental equipment for the express purpose of expanding the mobile oral health prevention and treatment system serving El Dorado County (EDC). The program serves schools within the County and is at capacity. Funding under an Agreement with A Westfall Dental Corporation (AWDC) will support the purchase of additional mobile dental equipment, expanding the program thereby increasing its capacity to overcome geographic barriers to obtaining oral health care, a common factor impacting the underserved in the rural populations of EDC.
HHSA performed an informal bid solicitation in accordance with funding requirements, contacting eleven dental service providers throughout EDC for their interest and qualifications to provide preventative services to EDC Medi-Cal recipient children if provided the funds to purchase mobile/portable dental equipment. AWDC, located in South Lake Tahoe, was selected to receive Grant funding pending the execution of a County Agreement. AWDC is a community partner that currently operates a dental clinic serving El Dorado County. Additionally, AWDC will serve as a participant on the LOHP advisory committee; assist with execution of the County’s oral health improvement plan; and help establish a communication framework for oral health partnerships within the County.
ALTERNATIVES:
Should the Board decline to authorize this Funding-Out agreement, the Local Oral Health Program would need to resolicit local County dental providers for their interest and qualifications to support the LOHP and utilize Grant #17-10689.

FINANCIAL IMPACT:
There is no Net County Cost associated with this Agenda item. Sufficient Grant funded appropriations were included in the fiscal year 2019-20 budget, and will be included in future budgets for the term of the Agreement.
