Health Services Department, Mental Health Division, recommending the Board authorize the Chair to sign Agreement 382-S1011 with Summitview Child Treatment Center, Inc. in the amount of $530,000, for the term July 1, 2010 through June 30, 2011 to provide specialty mental health services for seriously emotionally disturbed minors on an as requested basis for said Department.
FUNDING: Funding is provided by Medi-Cal/Early and Periodic Screening, Diagnosis and Treatment and Realignment, as determined by the funding sources available and appropriate for each youth placed in this facility.

Fiscal Impact/Change to Net County Cost: The not-to-exceed amount of this Agreement is $530,000. There is no Net County Cost associated with this Agreement.
Compensation for Services: Payments are made to contractor based upon monthly invoicing at specified billing rates for actual services performed and documented per contract requirements. Services and rates are detailed on page 4 of the contract.
Reason for Recommendation: Summitview Child Treatment Center, Inc. has been providing specialty mental health services to County youth for over seven years. Summitview offers a unique set of clinical services, not all available at the mental health clinics operated by the County Health Services Department's Mental Health Division (MHD). Prior to referral of a youth to Summitview, MHD assesses the child to determine if specialty mental health services are medically necessary, and in cooperation with the parents or guardians, determines what specific services are required. Summitview is well equipped to serve youth requiring a complex array of services, including after hours and weekend services, when necessary. The services requested by MHD from Summitview are intended to keep youth out of higher and far more expensive levels of care.
The Purchasing Agent has determined that it is appropriate to dispense with any competitive selection process for services performed by Summitview Child Treatment Center, Inc. as the Department contracts with multiple local area firms to provide similar services to its clients on an as needed basis. The Purchasing Agent concurs that the Department's request is in compliance with Board of Supervisors Policy C-17, Sections 7.5 and 7.10.
Renewal of this contract will allow the continuation of specialty mental health services required for seriously emotionally disturbed youth in the County.
This agreement covers the period July 1, 2010 through June 30, 2011.
Action to be taken following Board approval:
1. Chairman to sign three (3) original Agreements.
2. Board Clerk's Office to return two (2) original Agreements to the Health Services Department, Mental Health Division.
3. Mental Health Division to distribute as appropriate.
