DEPARTMENT RECOMMENDATION
Community Development Agency, Transportation Division (Transportation), recommending the Board approve and authorize the Chair to sign Resolution 008-2017 sanctioning a new speed restriction for the following:
ADD:
"(gh) Alexandra Drive (No. 2766) twenty-five (25) miles per hour Playground Speed Limit from Beatty Drive to a point 320 feet east of Frascati Drive."
DISCUSSION / BACKGROUND
Transportation conducted a Speed Zone Survey (Survey) in October 2016 along Alexandra Drive in the vicinity of Promontory Community Park in El Dorado Hills. Currently, no posted speed limit zone exists on Alexandra Drive.
The Survey concluded that the establishment of an enforceable posted 25-mile per hour "Playground" speed limit on Alexandra Drive, adjacent to Promontory Community Park, is the best option for reducing the speed of vehicles and improving safety. Below is what the Survey revealed:
1) 85th percentile speeds of 44 miles per hour were recorded.
2) Average daily traffic volume is 1,300 vehicles per day.
3) Parks and Playgrounds are pedestrian, child and vehicle generators during on and off peak traffic hours. This also includes weekend sport and public events.
This recommendation was presented and approved at the November 9, 2016, West Slope meeting of the El Dorado County Traffic Advisory Committee (Traffic Advisory Committee).
ALTERNATIVES
The Board could choose to disagree with the Traffic Advisory Committee's recommendation. In that event, the speed limit on Alexandra Drive from Beatty Drive to a point 320 feet east of Frascati Drive will remain with no posted speed limit zone.

FINANCIAL IMPACT
Installation of speed limit signs on Alexandra Drive is estimated at $1,600. Funding to complete the work is included in the adopted Fiscal Year 2016/2017 Transportation Road Fund budget for the Maintenance Unit.
CLERK OF THE BOARD FOLLOW UP ACTIONS
1) The Clerk will obtain the Chair's signature on one (1) original of the Resolution.
2) The Clerk will forward one (1) copy of the Resolution to Cierra Garcia at the Community Development Agency, Transportation Division, Headington Site.
