Fiscal Impact/Change to Net County Cost: The Environmental Management Department was awarded $49,900 from the State of California Environmental Protection Agency, California Integrated Waste Management Board. Grant Recipients must provide matching contributions and/or value of staffing or consulting time dedicated to the grant in an amount equal to or greater than fifty percent (50%) of the requested grant amount. The Environmental Management Department will supply $4,178 and the Snowline Hospice Placerville Thrift Store will supply matching funds of $34,489. The majority of the County's portion of the matching requirement will be met through grant administration support supplied through CSA #10 Solid Waste Funds.
Background: The management of solid waste has become a prominent issue across California. Assembly Bill 939 requires that each County in California reach fifty percent (50%) diversion by the year 2000 and every year thereafter. El Dorado County has maintained this goal since 2003.
Reason for Recommendation: El Dorado County will partner with the Placerville Thrift Store to assist with refurbishing furniture, appliances, and computers. The Placerville Thrift Store will use grant funds to purchase used vehicle(s). This used vehicle will allow Placerville Thrift Store to increase their number of residential pick ups and increase the tonnage of materials collected for refurbishment. The Placerville Thrift Store will supply matching funds for the payroll of the driver(s) hired to drive the new vehicle(s). The Environmental Management Department will assist Placerville Thrift Store by developing fliers and ads publicizing the increased residential pick up service and thru grant administration support. With this grant, the Placerville Thrift Store will be able to collect more reusable materials and increase the volume of sales in the retail area. The store will also refurbish furniture such as chairs, tables, appliances (washers and dryers), and computers. The reuse of these products will divert them from landfills, thus helping El Dorado County maintain 50% diversion.
Action to be taken following Board approval:
(1) Forward the executed resolution to the Environmental Management for further implementation;
(2) Sign two copies of Agreement 564-S0810 and forward to the Environmental Management Department; and
(3) Sign budget transfer.
