Health and Human Services Agency (HHSA) recommending the Board:
1) Approve and authorize the Chair to sign Memorandum of Understanding (MOU) 6294 with the County of Alpine, for the provision of a non-financial consortium agreement to carry out activities and objectives outlined in the Moving California Oral Health Forward 2022-2027 grant, for the term of five (5) years from July 1, 2022 through June 30, 2027; and
2) Authorize the Health and Human Services Agency Director, or designee, to execute further documents relating to MOU 6294, including amendments which do not increase the maximum dollar amount or term of the Agreement, and contingent upon approval by County Counsel and Risk Management.

DISCUSSION / BACKGROUND:
The El Dorado County (EDC) Health and Human Services Agency (HHSA), Public Health (PH) Division, as the Local Health Jurisdiction (LHJ), operates a Local Oral Health Program (LOHP) and has applied for the continuation of an agreement with the California Department of Public Health (CDPH), Office of Oral Health (OOH) to receive grant funding under “Moving California Oral Health Forward 2022-2027” to create and expand capacity at the local level to educate, enhance prevention efforts and services, provide linkages to treatment programs, provide education and resource management, and work with local providers to improve access to care and surveillance.
The County of Alpine and the County of El Dorado desire to form a consortium for the EDC PH to act as the Lead Agency to carry out the grant-supported activities and objectives outlined in the five-year Moving California Oral Health Forward 2022-2027 grant for eligible California residents of both communities. A consortium will allow the County of Alpine and the County of El Dorado to pool resources so that residents can benefit from a broader range of assets. In addition, the consortium will improve the capacity and expertise of the members through collaboration, and will maintain a local oral health program in both counties.
Under this MOU 6294, the Board of Supervisors is authorizing HHSA to enter into this agreement with the County of Alpine for the EDC PH to plan, implement, and evaluate LOHP activities and to provide the appropriate oversight of all programmatic, financial, and administrative matters related to the program on behalf of the County of Alpine.
ALTERNATIVES:
Should the Board decline to approve this MOU, HHSA would need to amend the submitted grant application to remove any funding belonging to Alpine County and return any funds if the grant is awarded in the period in-between.
