Fiscal Impact/Change to Net County Cost:
The Plans, Specifications, and Estimate (PS&E) costs for U.S. 50 High Occupancy Vehicle (HOV) Lanes Phase 0 Project (Project) will be included in the 2012 Capital Improvement Program (CIP) to be funded with Local Transportation Funds.  The Department proposes to use the funds intended for design and construction of the El Dorado Hills Interchange eastbound ramps improvement project to this westbound ramps improvement project. A budget transfer is requested to allow for the transfer of available funding into the Road Fund (Capital Improvement Program).
 
Supplemental funding of $15,500,000 for Project construction is being sought through the State Proposition 1B -Corridor Mobility Improvement Account (CMIA).  The California Transportation Commission (CTC) is anticipated to vote on the inclusion of the Project in their April 25th/26th 2012 meeting for allocation of CMIA funding.
 
Background:  
The CTC allocates and directs the CMIA program.  CMIA funds were used to construct the U.S. 50 HOV Phase 1 Project from El Dorado Hills Boulevard to Bass Lake Road and the U.S. 50 HOV Phase 2A Project from Bass Lake Road to Cameron Park Drive which is currently out to bid.  Recently, the El Dorado County Transportation Commission (EDCTC) and the Department learned that the CMIA program has remaining funds that must be awarded in construction contracts before January 1, 2013.  
 
The Department has demonstrated a number of successes in completing multiple phases of construction for the U.S. 50/Missouri Flat Interchange, the U.S. 50/El Dorado Hills Interchange and U.S. 50 HOV Lanes.  The EDCTC and Caltrans believe that this Project will be a good candidate to capture CMIA funds that are coming available.
 
On April 17, 2007, the Board authorized the Department to negotiate a contract with Quincy Engineering, Incorporated, (QEI) to provide consultant services for improvements to the El Dorado Hills Boulevard Interchange and U.S. Highway 50 HOV Lanes, now Agreement # 07-1435.
 
On August 16, 2011 the Board approved the Department's funding strategy for funding improvements to the southeast quadrant of the El Dorado Hills Boulevard Interchange.
 
On January 20, 2012, the EDCTC proposed to the CTC and Caltrans that the Project construction be allocated $15,500,000 in CMIA funds.  The Project will reconstruct the westbound on/off ramps at El Dorado Hills Boulevard and U.S. 50.  The Project consolidates two closely spaced intersections into one, adds ramp metering, and an HOV Lane to the westbound on-ramp.  Attachment A shows the portion of the El Dorado Hills Interchange to be constructed under the Project highlighted in green.  The areas highlighted in blue will be completed with a later phase.  
 
EDCTC, Caltrans, and the Department intend to include the Project on the CTC's April 25th/26th 2012 Agenda for allocation of $15,500,000 of CMIA funds towards construction.  To be eligible and compete for CMIA funding, the Department has committed to accomplish the following:
·      Submit 100% PS&E to Caltrans by April 3, 2012,
·      Advertise Project for construction on August 17, 2012.  
·      Open bids on September 14, 2012.  
·      Issue a construction Notice to Proceed by October 31, 2012.
 
Reason for Recommendation:
Task Order # 07-1435-12 will provide the final PS&E for the major project designated under Agreement # 07-1435 with QEI: improvements to U.S. 50 and the El Dorado Hills Interchange; construct the westbound on-ramp and associated retaining walls; and, construct the westbound off-ramp with retaining walls and bridge structure.  This Project will significantly improve operations of the U.S. 50/El Dorado Hills Interchange and U.S. 50.  
The Department authorized QEI to proceed with preliminary engineering under Task Order # 07-1435-10 ($248,812), and to obtain necessary environmental permits under Task Order # 07-1435-11 ($40,000).  Task Order # 07-1435-12 ($1,110,000) will include preparation of final PS&E, Right of Way and Utility Certifications for the Project. The total of all three Task Orders is $1,398,812.
 
The Task Order is necessary to continue the ongoing efforts to deliver these improvements and comply with the timeline required by the CMIA funding program.  The Department will be proceeding with the PS&E delivery at the risk of not being allocated the competitive CMIA funds towards this Project. If the Department is not successful in obtaining the competitive CMIA funds, with this Task Order the Project will complete the PS&E Phase, receive Caltrans approval and will hold a "ready to list" (RTL) status.  RTL projects hold the best competitive edge when making application for future grant funds.  
 
Action to be taken following Board approval:
1) The Clerk of the Board to obtain the Board Chair's signature;
2) Forward one fully executed original of the Task Order to the Consultant;
3) Budget Transfer will be submitted to the County Auditor for posting.
