DISCUSSION / BACKGROUND

Historically, the County of El Dorado (County) has provided funding for the City of Placerville (City) Aquatic Center, located at 301 Benham Street, Placerville. County contributions to the City Aquatic Center total $824,055 since 2002.

 

On December 10, 2002, the Board approved community enhancement funding to the City of Placerville in the amount of $210,000 for pool rehabilitation.  In Fiscal Year (FY) 2005-06 the County, using Proposition 40 funding, made an investment of $300,000 in the infrastructure and renovation of the Aquatic Center (Resolution #097-2005). In FY 2013-14, the County and City entered into a Memorandum of Understanding (MOU #537-M1311) in the amount of $20,000 to be used to extend aquatic center hours from August 12, 2013 through September 2, 2013 (Legistar file 13-0438). In FY 2014-15, the Board took action to approve funding of $20,000 to the City for maintenance of the Aquatic Center (Legistar file 13-0438).

 

It was determined by the Board that further requests for funding of the Aquatic Center needed a comprehensive analysis. Parks staff worked with the Parks and Recreation Commission and an ad hoc group appointed in 2015 to work with the community and return to the Board with recommendations. The ad hoc group and staff recommended funding for the Aquatic Center in the amount of $20,000 for maintenance of the facility.

 

Pursuant to California Government Code section 25551-25557, the City can request and the County can extend aid to the City if the cost of maintenance for a recreation facility is increased by reason of use by non-city residents. Policy 9.1.1.7 of the El Dorado County General Plan, Parks and Recreation Element states that the County should encourage and support efforts of independent recreation districts to provide parks and recreation facilities. The joint efforts of Community Service Districts, independent recreation districts, school districts, cities, and the County to provide parks and recreation facilities shall also be encouraged. The presence of the City of Placerville Aquatic Center is of a general interest to all residents of the County and provides a recreational resource for the community. The City has also conducted numerous surveys over the seasons and consistently found that the majority of users (76%) of their Aquatic Center were reported as non-city residents. The Aquatic Center each year incurs increases to the overall costs pertaining to the operations and maintenance of the pool based on the use by non-city residents. Those increased costs are associated with but not limited to water treatment products, replacement or repair of equipment, general facility maintenance and maintenance staff salaries. Pursuant to Government Code section 25553, upon receiving a certified copy of the resolution, and if the Board of Supervisors finds by a four-fifths vote that the cost of maintenance is increased by reason of use by residents of the County outside of the City, it may determine to extend aid to the City for the purpose in an amount to be fixed by resolution, but not exceeding the amount requested by the legislative body of the City.

 

The City approved a resolution requesting financial assistance in the amount of $20,000 to offset costs, and the Board approved the request by resolution in the following Fiscal Years:

In FY 2022-23, the Board approved support for the City in the amount of $76,500 based on the City’s request to cover 76% of maintenance costs (Legistar file 22-0965). In FY 2023-24, the Board approved extending support in the amount of $77,555 to cover 76% of maintenance costs (Legistar file 23-1772).

 

On February 27, 2024, the City of Placerville approved Resolution 9283 formalizing their request for $111,739.00 of funding for FY 2024-25. Pursuant to Government Code section 25553, upon receiving a certified copy of the resolution, if the Board of Supervisors finds by a four-fifths vote that the cost of maintenance is increased by reason of use by residents of the county outside of the City, it may determine to extend aid to the city for the purpose in an amount to be fixed by resolution, but not exceeding the amount requested by the legislative body of the City.

 

On June 11, 2024, the Board of Supervisors directed staff to include support for the Aquatic Center in the amount of $37,500 in the Recommended Budget for FY 2024-25 (Legistar file 24-0997). This amount is based on Board direction to carry over unspent FY 2023-24 Community Funding to fund this discretionary program. Approval of the attached resolution will extend $37,500 in aid to the City, in accordance with Government Code section 25551-25557. The City will report to the County the disposition of the funding within one year from the time it is received.

 

ALTERNATIVES

The Board could not approve the Resolution and payment would not be made to the City of Placerville.

FINANCIAL IMPACT
