Fiscal Impact/Change to Net County Cost
There is no Net County Cost associated with this Agreement.  Sufficient appropriations were included in the County Service Area No. 7 FY 2013-14 Budget.
 
Background
The El Dorado County Emergency Service Authority (JPA) was formed in 1996 and includes ten fire protection district and fire department member agencies located on the West Slope of the County of El Dorado.  The County contracts with the JPA to provide Advanced Life Support ambulance services to the West Slope service area of the County known as County Service Area No. 7 (CSA 7).
 
On February 11, 2014 the Board of Supervisors received and filed the JPA's Annual Financial Reports for Fiscal Years 2009-10, 2010-11, 2011-12 and 2012-13.  The FY 2012-13 financial report resulted in a finding that the El Dorado County Fire Protection District (FPD) did not invoice the JPA for Other Post-Employment Benefits (OPEB) in the amount of $51,000.  The JPA did not include funding for the El Dorado County FPD FY 2012-13 OPEB costs in their FY 2013-14 budget.
 
In the past, the JPA contracted with the El Dorado County FPD to provide Critical Care Transport (CCT) nurse services during transport of patients from Marshall Medical Center to other medical facilities.  Services provided by El Dorado County FPD nurses during CCTs were invoiced to and paid by the JPA.  On occasion El Dorado County FPD nurses were not available to assist in a CCT and Marshall Medical Center nurses provided care during the transport.  Marshall Medical Center recently discovered they had not invoiced and therefore were not reimbursed for their nurses who provided care during CCTs during the period of January 25, 2008 through January 17, 2014.  The JPA is in receipt of an invoice dated March 20, 2014 in the amount of $30,980 from Marshall Medical Center for Marshall Medical RN Accompanied Critical Care Transports.  The JPA did not include funding to reimburse Marshall Medical Center for these CCT nurse services in their FY 2013-14 budget.
 
Reason for Recommendation
Since neither of these costs were included in the JPA's current year budget, the JPA is requesting Board approval from CSA 7 to cover costs associated with reimbursement to the El Dorado County Fire Protection District for FY 2012-13 OPEB costs and payment to Marshall Medical Center for CCTs registered nurse services during the period January 25, 2008 through January 17, 2014.
