DISCUSSION / BACKGROUND
Department of Transportation conducted two (2) Speed Zone Surveys (Survey) on December 6, 2018 along Royal Oaks Drive from Latrobe Road to Blackstone Parkway and along Blackstone Parkway from Cornerstone Drive to 1,000 feet south of Royal Oaks Drive, in El Dorado Hills. The studies were completed due to a petition requested on May 7, 2018 which was signed by twenty-eight (28) Blackstone Community residents. There are not currently speed limits on these roadway sections.
The Survey on Royal Oaks Drive concluded that the establishment of an enforceable posted forty (40) mile per hour speed limit is the best option to improve safety. Below is what the Survey revealed:
1) 85th percentile speeds of forty (40) miles per hour were recorded.
2) Average daily traffic volume is 1,544 vehicles per day.
3) There are two (2) intersecting county roads and five (5) intersecting private roads.
4) There were no collisions reported for the three (3) year period from January 1, 2015, through December 31, 2017.
5) Two (2) pedestrians and two (2) cyclists were observed on the roadway during the site review that lasted approximately one and a half (1 1/2) hours.
The Survey on Blackstone Parkway concluded that the establishment of an enforceable posted thirty-five (35) mile per hour speed limit is the best option to improve safety. Below is what the Survey revealed:
1) 85th percentile speeds of forty (40) miles per hour were recorded and downgraded to thirty-five (35) miles per hour.
2) Average daily traffic volume is 5,000 vehicles per day.
3) There is an existing twenty-five (25) mile per hour School Zone adjacent to Valley View Elementary School and sports complex.
4) There are four (4) intersecting county roads and ten (10) intersecting private roads.
5) There was one (1) collision reported on Blackstone Parkway for the three (3) year period from January 1, 2015, through December 31, 2017.
6) Twenty-six (26) pedestrians, ten (10) cyclists, and four (4) pedestrians with strollers were observed on the roadway during the site review that last approximately two (2) hours.
The following recommendations were presented and approved by the West Slope Traffic Advisory Committee on January 31, 2019:
ADD:
"(gg) Blackstone Parkway (No.2797) thirty-five (35) miles per hour from Cornerstone Drive (No. 2799) to 1000 feet east of Royal Oaks Drive (No. 2800)."
"(gh) Royal Oaks Drive (No. 2800) forty (40) miles per hour from Latrobe Road (No. 18) to Blackstone Parkway (No. 2797)."

FINANCIAL IMPACT
Installation of speed limit signs along sections of Royal Oaks Drive and Blackstone Parkway is estimated at $3,300. Funding to complete the work is included in the FY 2018-19 Proposed Budget.
