DEPARTMENT RECOMMENDATION: 

Health and Human Services Agency (HHSA) recommending the Board approve and authorize funding to support the operation of the Emergency Preparedness & Response Hospital Preparedness Program for the term commencing upon execution through June 30, 2018 in the amount of $14,975.32.

 

DISCUSSION / BACKGROUND:

The California Department of Public Health serves as the fiscal intermediary for State and federal funding of the Hospital Preparedness Program (HPP) and Public Health Hospital Preparedness (PHEP) programs.  This funding is used to ensure delivery of coordinated and effective response to victims of terrorism, natural disasters, and other public health emergencies.  A portion of the funding has been identified in the HPP work plan under “Scope of Work HPP Capabilities: Foundation for Healthcare and Medical Readiness, Healthcare and Medical Response, Continuity of Healthcare Delivery, and Medical Surge” for the purchase, storage and maintenance of medical supplies and equipment to ensure operational readiness in the event of an emergency as defined by the HPP grant.

 

As a healthcare coalition member in Emergency Preparedness & Response’s Preparedness Workgroup, Marshall Medical Center has been identified as a recipient of funding to purchase specific items to ensure their ability to deliver coordinated and effective care in the event of a disaster.

 

ALTERNATIVES:

The Board could decline to authorize the attached funding agreement, whereupon the Emergency Preparedness & Response program would need to submit a modified work plan removing the allocation of funding for this healthcare coalition member.

 

OTHER DEPARTMENT / AGENCY INVOLVEMENT:

County Counsel and Risk Management.

 

CAO RECOMMENDATION:

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT:

There is no Net County Cost associated with this Agenda item.  Sufficient appropriations were included in the fiscal year 2017-18 budget.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) Clerk of the Board to obtain signature of Chair on two (2) original funding Agreements 116-F1810.

2) Clerk of the Board to return one (1) fully executed Agreement to the HHSA Contracts Unit at 3057 Briw Road.

County Strategic Plan - Healthy Communities - Goal 4: Promote community practices for a safe environment that supports positive physical and behavioral health and wellness among residents and visitors;  Objective 4.1.3:  Review, revise and/or develop operational plans to natural, man-made, and health-related emergencies to assist El Dorado County in emergency response and recovery.
