Health and Human Services Agency recommending the Board:
1) Approve and authorize the Chair to sign Funding-Out Agreement 5457 with A Westfall Dental Corporation, with a maximum contractual obligation of $40,000, for the term of 07/01/21 - 06/30/22, to support their mobile dental program as part of the Local Oral Health Program (LOHP) Grant 17-10689; and
2) Authorize the Director, or designee, to execute further documents relating to Funding-Out Agreement 5457, including amendments, which do not increase the maximum dollar amount or term of the Agreement, and contingent upon approval by County Counsel and Risk Management.

DISCUSSION / BACKGROUND:
On January 29, 2018, effective January 1, 2018, the California Department of Public Health awarded the El Dorado County Local Oral Health Program (LOHP) Grant #17-10689 (Grant) to the County of El Dorado Health and Human Services Agency (HHSA) for the purpose of providing activities that support the state oral health plan; build capacity at the local level for the facilitation and implementation of education, prevention, linkage to treatment, surveillance; and case management services in the community.
Under the LOHP Grant, HHSA executed a similar Agreement with El Dorado County Community Health Center (#3391, File ID: 18-1582, item 15) to purchase mobile dental equipment for the express purpose of expanding the mobile oral health prevention and treatment program in the County. The program serves schools within the County and is at capacity.
HHSA performed an informal bid solicitation in accordance with funding requirements, contacting eleven dental service providers throughout the County for their interest and qualifications to provide preventative services to EDC Medi-Cal recipient children if provided with the funds to purchase mobile/portable dental equipment. A Westfall Dental Corporation (AWDC), located in South Lake Tahoe, was selected to receive Grant funding. Funding-Out Agreement #4115 with AWDC was approved by the Board of Supervisors on August 9, 2019 (File ID 19-0971, No. 8) and Amendment I was approved on June 9, 2020 (File ID 20-0650, No.21).
AWDC is a community partner that currently operates a dental clinic serving El Dorado County. Additionally, AWDC serves as a participant on the LOHP advisory committee; assisted with execution of the County’s oral health improvement plan; and helped establish a communication framework for oral health partnerships within the County.
As the LOHP Grant is in the final year and will expire on June 30, 2022, HHSA recommends continuing an agreement with AWDC for the purchase of portable dental equipment. The agreement is not for staff time, administrative, or overhead costs.
ALTERNATIVES:
Should the Board decline to authorize this Funding-Out agreement, the Local Oral Health Program would need to resolicit local County dental providers for their interest and qualifications to support the LOHP and utilize Grant #17-10689 that is expiring 06/30/2022.

FINANCIAL IMPACT:
There is no Net County Cost impact associated with this Agenda item. Sufficient Grant funded appropriations are included in the Fiscal Year 2021-2022 Budget requested by HHSA.
