Fiscal Impact/Change to Net County Cost:  The above noted funding has been included in the Department's current year budget.  There is no Net County Cost associated with this Agreement.

 

Background:

The Health Services Department, along with other major partners in the Access El Dorado (ACCEL) initiative, has been working to bring health care organizations in the County together, integrating systems of care administratively, clinically, and technologically.  ACCEL’s goal is to strengthen the healthcare delivery system, with special focus directed to the poor and underserved in El Dorado County.

 

The ACCEL initiative has been funded by several grants, including: (1) Agency for Healthcare Research and Quality (AHRQ); (2) Blue Shield of California Foundation (BSCF); and California HealthCare Foundation (CHCF).  At this time, the active grants are BSCF and CHCF.

 

Retroactive Agreement:   This Agreement with Barton Healthcare System is retroactive to September 2009.  The Agreement is funded by the Blue Shield of California Foundation and California HealthCare Foundation grants; the BSCF grant was recently extended through October 2010 by the Board of Supervisors at its meeting on March 9, 2010.   Execution of this Agreement with Barton Healthcare System was dependent primarily on extension of the BSCF grant.

 

Reason for Recommendation:   Approval of this Agreement will allow Barton and the County to continue work on the ACCEL initiative.  In anticipation of this Agreement, Barton has continued providing services in good faith while the BSCF extension was finalized.

 

Action to be taken following Board approval:

1.  Chair to sign three (3) Agreements 009-092-P-E2009.

2.  Board Clerk’s Office to return two (2) signed Agreements to Department.

3.  Department to submit one (1) fully executed Agreement to Barton and process remaining document as appropriate.
