Fiscal Impact/Change to Net County Cost:
These consultant services are funded by the Silva Valley Interchange Special Revenue set aside, a subset of the 2004 General Plan El Dorado Hills Traffic Impact Mitigation (TIM) fees.  The Department has sufficient revenues budgeted in this account to fund this Agreement.
 
There is no net cost to the County General Fund associated with this agenda item.
 
Reason for Recommendation:
The Silva Valley Parkway Interchange project is at a critical stage in the project development process.  Traffic operational analyses must be performed to properly size the interchange to meet expected traffic conditions.  This information will be used to help evaluate whether any further environmental analysis is warranted.  Dowling Associates, Inc. has already performed other traffic analysis in the area and is therefore most familiar with the traffic study requirements at this interchange.  As part of the Quincy Engineering team working on the El Dorado Hills Boulevard / Highway 50 Interchange, Dowling Associates, Inc. is currently modeling the interchange system in the area.  This work will be directly applicable to the Silva Valley Parkway project.
 
In conformance with Procurement Policy C-17, and based on Dowling's knowledge of the El Dorado Hills area and their expertise in traffic engineering combined with the critical needs of this project, the Purchasing Agent has agreed that a sole source contract with Dowling Associates, Inc. is the most appropriate contract selection process.
 
The Department requests the Board make findings pursuant to Article II, Section 210 b (6) of the El Dorado County Charter that, in part, there are specialty skills required for the work performed under this Agreement that are not expressly identified in County classifications, and in part, that an independent contractor can more economically and feasibly perform the work performed under this Agreement due to the existing vacant allocations with the Department.
 
The El Dorado County Employees Association, Local #1, has been informed of this proposed Agreement.  To date we have not received a response from Local #1.
 
Action to be taken following Board approval:
1) The Board Chairman will sign the two originals of Agreement for Services #07-1442 with Dowling Associates, Inc
 
2) The Board Clerk will forward one original of the fully-executed Agreement to the Department for further processing.
