Fiscal Impact/Change to Net County Cost:

This grant Amendment will provide $210,950 for the Angora Creek Stream Environment Zone Restoration Project (Project), of which $130,800 is budgeted in FY 2007-08 and the remaining $80,150 will be budgeted in FY 2008-09.  There is no Net County Cost. 

 

Background: 

In March 2004, the California Tahoe Conservancy (CTC) Governing Board authorized a Site Improvement grant of $1,387,000 (CTA-03004) to restore stream function and improve riparian and aquatic habitat along a 2,300-foot portion of the Project.

 

The Phase 1 portion of the Project included the construction of a new channel alignment upstream of View Circle which was completed in 2005.  A bottomless bridge/culvert at the new View Circle crossing in the County’s right-of-way was also constructed as part of the Phase 1 construction efforts.  The bottomless bridge/culvert replaced the corrugated metal pipe crossing and provides a more natural streambed for fish passage.  The Transportation Department (Department) acquired easements on four (4) private parcels upstream of View Circle which allowed an additional 400 feet of new stream channel to be constructed.

 

Phase 2 improvements included the completion of new channel construction upstream of View Circle,  floodplain grading and revetment construction downstream of View Circle within the existing channel, diverting the existing creek flow into the new channel upstream of View Circle, filling and restoring the existing channel, and several deferred items from the Phase 1 construction efforts. 

 

Reason for Recommendation:

The subject Amendment 1 to grant Agreement CTA-03004 is a Site Improvement grant augmentation, which will provide $210,950 in grant funding to be used for Phase 3 portions of the construction and monitoring of the Project and will extend the expiration date of the grant Agreement from June 30, 2007 to June 30, 2011 for this new funding increment.  The CTC Governing Board approved the subject grant Amendment at its July 20, 2007 meeting.  The Department received the Amendment on September 9, 2007 and since then, the Department has been working closely with the CTC to finalize the Amendment for Board approval.  This grant Amendment will be funded under the CTC’s Stream Environment Zone and Watershed Restoration Program.

 

The Project area is located in eastern El Dorado County, west of Highway 50, near Meyers.  The Project site is roughly bounded by Lake Tahoe Boulevard to the west and Washoe Meadows State Park to the east.

 

The work to be done for the Phase 3 improvements consists of, but is not limited to, the installation of 20,000 sod plugs, completing the south ditch channel tie-in, and various grading items.

 

Action to be taken following Board approval:

1. The Board Chairman will sign the five (5) originals of the subject grant Amendment.

2. The Board Clerk will forward the five (5) originals of the grant Amendment to the Department for further processing to the CTC.

3. Following final processing, the CTC will transmit one fully-executed original grant Amendment to the Board Clerk.

4. Upon receiving the fully-executed original grant Amendment, the Board Clerk will forward a copy to the Department for its files.
