Library Department recommending the Board extend the Next Review date for Board Policy F-3 - El Dorado County Library and Historical Museum Behavior Policy to June 23, 2030.

DISCUSSION / BACKGROUND
The Board approved the El Dorado County Library and Museum Behavior Policy and Suspension Notice Appeal Form on June 25, 2024 with Legistar file 24-0959. A motion was made by Supervisor Parlin, seconded by Supervisor Turnboo to:

1) Approve and adopt Board Policy F-3 - El Dorado County Library and Museum Behavior Policy and the Suspension Notice Appeal Form with the following changes:

a) In section III. Procedure: With severe or repeated infractions, a patron can be suspended for up to a year: section (A) strike "and they will work with the Library Director to determine suspension length"; and

b) In section III. Procedure: With severe or repeated infractions, a patron can be suspended for up to a year: section (D) strike 30 days and replace with 14 days;

2) Grant the Library Director the authority to make changes to the Policy and Suspension Notice Appeal Form that are either non-substantive or necessary to accord with changes to relevant statutes or regulations; and

3) Direct staff to return to the Board within one year with an update to the Board.

 

On June 10, 2025, the Board received and filed a presentation on the one-year update of Board Policy F-3 (Legistar file 25-1025).

 

Policy F-3 continues to be an effective tool in supporting staff and helping ensure all sites provide welcoming spaces that are used as intended. Patrons have diverse life experiences and come from a variety of backgrounds and the policy sets clear behavior expectations for all Library and Museum users and visitors. When a behavioral issue does arise, the policy serves as a flexible and efficient tool to inform and set boundaries if needed. Therefore, staff are not recommending any changes to the Policy and are recommending extending the "Next Review" date to June 23, 2030.
