DISCUSSION / BACKGROUND

Facilities, a division of the Chief Administrative Office, in coordination with the Sheriff’s Office, requests approval of Agreement for Services 10406 with AMG Management Group LLC to provide project management services for the Tenant Improvement of the Main Jail Booking area, including adjacent offices, breakroom, and storage spaces, totaling approximately 1,320 square feet.

 

On June 9, 2026, Legistar file 26-0913, the Board of Supervisors approved and authorized the FY 2025-26 Budget Transfer Request to increase revenues and appropriations in Facilities by $1,096,000 for the remodel of three staff restrooms, inmate medical shower area, and the booking/intake area of the Placerville Jail.

 

The Consultant will provide comprehensive project management services including coordination of third-party consultants, oversight of testing and inspections, pay application review, project documentation systems, change order management, weekly project status updates, cost estimating, and close-out support.

 

Staff recommends approval of this agreement for a not-to-exceed amount of $94,000, including $84,000 for base services and up to $10,000 for contingency services, and a term of two years. Work under this Agreement requires project management expertise to effectively oversee elevated technical, operational, and regulatory complexities consistent with industry best practices.

 

Due to the temporary  nature of this project, the Division also requests that the Board make findings pursuant to Section 3.13.030 (C) of the El Dorado County Ordinance Chapter 13, Contracting Out, that due to the limited time frames and temporary nature of the project management work related to the Main Jail Booking Project, the ongoing aggregate of work to be performed is not sufficient to warrant the addition of permanent staff.

 

ALTERNATIVES
Comprehensive Project Management services are a required element of a project of this magnitude. The Division could solicit a different consultant, however, that will cause project delays and potentially increase the costs.
