Title: Facilities, a division of the Chief Administrative Office, recommending the Board: 1) Make findings in accordance with Chapter 3.13, Section 3.13.030 (B), Contracting Out, that heating, ventilation, and air conditioning (HVAC) system maintenance and repair services are in the public's best interest and that there are specialty skills, qualifications, and equipment not expressly identified in County classifications involved in the performance of the work; and 2) Authorize the Purchasing Agent to execute Agreement for Services 9674 with Mesa Energy Systems, Inc., a competitively qualified firm, for a total compensation amount not to exceed $150,000 and a term of three years to provide as-needed and urgent or immediate HVAC system maintenance and repair services to equipment at various County-operated locations. DISCUSSION / BACKGROUND

On January 30, 2025, Mesa Energy Systems, Inc. was formally approved to be included on the qualified vendor list for competitive Request for Qualifications (RFQ) 24-0039, Category B, for HVAC Maintenance and Repair Services.

Services provided under this agreement include as-needed and urgent or immediate calibration, testing, reporting, maintenance and repair services for boiler, chiller, cooling tower, air handling and heating, ventilating, refrigeration, and air conditioning systems at various County-operated facilities.

Staff recommends that the Board make findings that the services provided by Contractor are in the public's best interest and that there are specialty skills, qualifications, and equipment not expressly identified in County classifications involved in the work to be performed under Agreement for Services 9674.

 

ALTERNATIVES

The Board could choose not to approve this Agreement, but the Facilities Division will have limited ability to address HVAC issues.

FINANCIAL IMPACT

The Facilities maintenance budget has limited funding available for as-needed and urgent or immediate HVAC maintenance and repair services. Funding will be confirmed before the issuance of any work orders against this as-needed contract.
