Fiscal Impact/Change to Net County Cost:The total funding for this agreement is $95,000 for the one year contract. There is no Change to Net County Cost.
 
Background: Sierra Recovery Center has been providing substance abuse services for mentally disordered homeless adults for six years. Sierra Recovery Center provides outpatient chemical dependency services as well as residential alcohol and drug detoxification services. These services were formerly provided in accordance with the AB 2034 Homeless Mentally Ill Program in South Lake Tahoe, also known as the Tahoe Opportunity Project (TOP). As the State did not fund AB 2034 for Fiscal Year 07/08, this program will be continued using unspent AB 2034 dollars and the Mentally Ill Offenders Crime Reduction (MIOCR) grant as the funding source.
 
Reason for Recommendation:This agreement will allow for continued use of Sierra Recovery Center's facilities for mentally disordered homeless adults who are in need of substance abuse services. This agreement will cover the period July 1, 2007 through June 30, 2008.
 
This agreement is retroactive to July 1, 2007, due to uncertainty about the funding source. Once it was determined that the State would not fund AB 2034 (when the State budget was approved), the Department submitted an amended budget to the Board that allowed funding of this contract with unspent AB 2034 and MIOCR dollars. As a result, the contract had to be re-written and re-signed by Mental Health and the vendor.
 
Action to be taken following Board approval:Board Clerk's Office will forward the executed agreement to Mental Health for further processing.
