Facilities, a division of the Chief Administrative Office, recommending the Board:
1) Make findings pursuant to Section 3.13.030 (B) of the El Dorado County Ordinance Chapter 3.13, Contracting Out, that the installation of specialized electronic detention systems requires specialty skills and qualifications not expressly identified in County classifications;
2) Waive formal bid requirements in accordance with Procurement Policy C-17, Section 3.4 (4), due to there being a competitively bid contract with another public agency available; and
3) Authorize the Purchasing Agent to sign Amendment I to Agreement for Services 8292 with Securitas Technology Corporation, extending the term for six months with no change in the total compensation amount, with a new term expiration of January 31, 2026, for work to replace the control system at the El Dorado County Juvenile Treatment Center in South Lake Tahoe.

DISCUSSION / BACKGROUND
Sourcewell is a State of Minnesota local government agency and service cooperative that offers cooperative procurement solutions to government entities. El Dorado County is a participating member of Sourcewell (County’s membership number is 101387) and is authorized to utilize the cooperative purchasing contracts available to Sourcewell members.
Pursuant to the competitive bidding and selection process by Sourcewell, Sourcewell and Securitas (then called Stanley Convergent Security Solutions, Inc.) executed Contract 030421-SCS on April 23, 2021, for Facility Security Systems, Equipment, and Software with Related Services, and subsequently Contract 121024-SCS on March 19, 2025 (also for Facility Security Systems, Equipment, and Software with Related Services).
The Sourcewell contracts authorize other participating public agencies, including El Dorado County, to “piggyback” off and use the Sourcewell Contract for these services. Under the County’s Procurement Policy C-17, Section 34 (4), formal bid requirements may be waived due to there being a competitively bid, public agency “piggyback” contract available.
On June 18, 2024 (Legistar file 24-0761), the Board authorized Agreement 8292 with Securitas Technologies Corporation for the replacement of the control system at the El Dorado County Juvenile Treatment Center with a new system matching the systems at the South Lake Tahoe Jail and the Placerville Jail. Agreement for Services 8292 provides all installation, hardware, software, licenses, and training to implement a fully functional system. The Board approved compensation for this agreement for $213,410 and a one-year term (expiring July 31, 2025).
Due to uncertainty regarding the future of the facility, the project has been put on hold. The Department is requesting a time extension to January 31, 2026, via Amendment I. This Amendment does not make any changes to compensation.
This Agreement involves work on highly specialized, complex electronic components in detention system modules at County jails. The Department is requesting that the Board make the finding that specialty skills and qualifications not expressly identified in County classifications are involved in the performance of the work.
ALTERNATIVES
The Board could choose not to approve the Amendment to the Agreement, but the contract would expire before work is finished.
