3) Authorize the Director of Health and Human Services Agency to sign a Letter of Interest as a part of the solicitation for the Homeless Mentally Ill Outreach and Treatment funding opportunity.

DISCUSSION / BACKGROUND

On July 31, 2018, the State of California  Department of Health Care Services (DHCS), announced the release of funding as the result of Senate Bill 840, to support investments in mental health services and homelessness. The one-time funding consists of $100,000, and does not require matching funds. It does, however, encourage Counties to utilize the funding to leverage other funding sources, in serving individuals with severe mental illness who are also homeless or at immediate risk of becoming homeless.

 

The Health and Human Services Agency (HHSA) intends to pursue this funding, with the Board’s approval. To do so, DHCS  requires the Board to designate an entity as the Primary Contact for the County; this entity will be responsible for submitting a signed letter on behalf of the County, along with a copy of the attached Resolution signed by the Chair of the Board of Supervisors.

 

ALTERNATIVES

Should the Board decline to (1) adopt the attached Resolution, (2) designate the Director of HHSA as the primary contact, or (3) authorize the Director of HHSA to sign the Letter of Interest, the County would be ineligible to receive funding through the Homeless Mentally Ill Outreach and Treatment funding opportunity.

There is no Net County Cost associated with this Agenda, no County match required.

Clerk of the Board to obtain signature of Chair on Resolution 186-2018, and return a copy of said Resolution to the HHSA Contracts Unit at 3057 Briw Road, Suite B.
