Community Development Services, Department of Transportation (Transportation), recommending the Board:

1) Accept and approve the Federal Financial Assistance Award Domestic Grant Agreement 18-DG-11051900-022 (Grant Agreement) with the United States Department of Agriculture (USDA) Forest Service Lake Tahoe Basin Management Unit (LTBMU) in the amount of $125,000 for a term beginning upon execution and expiring December 31, 2019 for the Country Club Heights Erosion Control Project (Project);

2) Authorize the Director of Transportation to sign and submit two (2) originals of the Grant Agreement to the Forest Supervisor for final execution; and

3) Authorize the Director of Transportation to execute any amendments or modifications that do not increase the total dollar amount of the Grant Agreement.

 

DISCUSSION / BACKGROUND

Transportation submitted a grant proposal to the USDA Forest Service under the Southern Nevada Public Lands Management Act (SNPLMA) Round 13 LTBMU to supply necessary funding to complete the Project.  Recently, Transportation was notified that the proposal was approved by the USDA, and approval of this item will allow Transportation to utilize the Grant funds on the Project. 

 

The Project site is located in an existing residential development within the unincorporated area of South Lake Tahoe, between U.S. Highway 50/State Route 89 and Pioneer Trail.  The proposed Project will improve water quality by stabilizing bare soils with native vegetation, restoring and expanding stream environment zones, enhancing drainage features, and installing drainage infiltration systems to reduce stormwater runoff.  The proposed improvements will reduce the discharge of sediment and pollutants to Lake Tahoe from County administered rights-of-way in the Project area.  The Project will not change the use of the site or surrounding area.

 

During the term of the Grant Agreement, Transportation anticipates there may be a need to request that the USDA Forest Service further modify the terms of the Grant Agreement, generally related to administrative issues, project schedules, and budgets.  Transportation is requesting that the Board delegate authority to the Director of Transportation to execute these types of amendments or modifications.  If a future amendment or modification proposes to increase the current funding amount of the Grant Agreement, Transportation will bring it to the Board for consideration.

 

ALTERNATIVES

The Board could choose to not accept the funds; however, no additional work will be completed within the Project area.

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT

There is no financial impact to Net County Cost.  Approval of the proposed grant funds will free up more flexible funding already programmed for the Project and allow Transportation to utilize those more flexible funds on other projects in the Tahoe Basin. The Grant Agreement funds require a 1:1 programmatic match.  Transportation plans to use existing California Tahoe Conservancy funds already received and programmed for the County match.
