Probation Department recommending the Board approve and authorize the Chair to sign Amendment III to Agreement #188-S1410 with Trainers, Inc. dba Custom Training, to provide "as-requested" specialized training for training required by regulation, increasing the not to exceed amount to $120,000.

DEPARTMENT RECOMMENDATION
Probation has found it more cost effective to provide training classes that meet Standards and Training for Corrections (STC) standards at locations in close proximity to Department staff on an "as-requested" basis; this reduces mileage and travel reimbursement costs, and allows for more efficient staffing coverage during times of training.
This agreement will allow Probation to continue to provide classes certified by the Board of State and Community Corrections (BSCC) to sworn staff. Trainers, Inc. dba Custom Training, provides highly specialized training by experienced instructors, reinforcing evidence based practices in the Community Corrections and detention industries.
 
DISCUSSION / BACKGROUND
Local Corrections agencies throughout California participate in the Standards and Training for Corrections Program operated by the Board of State and Community Corrections.
BSCC provides counties participating in the STC program subvention funding to aid them in meeting program standards. These departments must achieve compliance with the regulations by June 30 of each fiscal year. Participating counties achieve full compliance if they follow the regulations for the selection and training of all STC eligible personnel. Compliance is determined for each STC funded fiscal training year through a detailed audit of Probation's training records. The Probation Department has achieved compliance every year of participation.

CAO RECOMMENDATION
CAO staff recommends approval of this amendment.  Use of this agreement will assist the Probation department in meeting their training requirements in a cost effective manner.
 
FINANCIAL IMPACT
No fiscal impact or change to net county cost as these services have been included in Probation's FY 2014-2015 approved budget and the FY 2015-16 proposed budget.
